HomeMy WebLinkAboutBy-law No. 2008-081 THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO.2008-081 A BY-LAW TO ESTABLISH THE BAYHAM ECONOMIC DEVELOPMENT COMMITTEE WHEREAS Section 11 of the Municipal Act, 2001, S.O. 2001, c. 25 as amended provides that a lower tier municipality may pass by-laws respecting Economic Development Services AND WHEREAS the Council of the Corporation of the Municipality of Bayham desires to promote, expand and enhance the economic development program within the municipality, and to implement a revised Committee structure in support of these goals. AND WHEREAS the Council considers it expedient to establish a committee whose responsibility shall be to develop programs and projects for such purposes. THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT the Council of The Corporation of the Municipality of Bayham hereby establishes a committee to be known as the Bayham Economic Development Committee whose terms of reference are set out in Schedule "A" attached hereto and forming part of this by-law. 2. THAT the said Committee shall be considered as a Committee of Council and all members of the committee shall be appointed by Council as set out in the Terms of Reference. 3. THAT the said Committee shall operate in accordance with the said Terms of Reference which are hereby adopted. 4. THAT this By-law establishing the Bayham Economic Development Committee as set out in said Schedule "A" attached shall come into full force and effect on September 1, 2008. 5. THAT By-law No. 2006-033 and By-law No. 2006-034 adopted by the Council of Municipality of Bayham April 20, 2006,be and same are hereby repealed; READ A FIRST AND SECOND TIME this 7th day of August,2008. I / k 4it Oh lA - MAYO a CLE EINHill COMMUNITY ECONOMIC DEVELOPMENT T COM ITTEE Terms of Reference ESTABLISHM E Estblis�hed by the Council of the Corporation of the Municipality of Bayham by By-law No.or, enacted and passed by Council ongA. 7, s NAME OF COMMITTEE The Committee will be known as the "Bayham Economic Development Committee". MANDATE The Committee will serve as ambassadors for the business community of the Municipality of Bayham, serving as a contact point for new business,government relations,and economic development opportunities. The Committee will provide advice,assistance,and support to Bayham Council in the areas of Business and.Commerce(Entrepreneurial)Support,Tourism Development,and Community Marketing and Promotion. The Committee will work towards the creation of a vibrant healthy community with a strong economic base,enhanced tourism,and an appreciation for natural and heritage resources. It will have links to broader economic development initiatives in the municipality and across the County and with private operators and senior government. The Committee will develop and coordinate plans for the community's future by developing strategies to enhance the social,economic,and environmental situation. They will identify and prioritize the needs of the community and encourage partnerships and a cohesive"community spirit". OBJECTIVES The Committee will concentrate on the development of strategies, initiatives,and activities for the promotion of business and commerce(entrepreneurial support),tourism development,and community marketing,with the goal to contribute to employment opportunities,community renewal and beautification,recreational opportunities,and promotion of natural resources and heritage. The Committee will work closely with other related groups and agencies including Museums Bayham,the County of Elgin Economic Development department, Otter Valley �. Chamber of Commerce,and Port Burwell Provincial Park. Areas of focus will include: ➢ Provision of resources for all areas of commerce > Community business readiness > Initiatives for Business retention and expansion > Industrial development strategies ➢ Improved tourism opportunities > Enhanced attraction and visitor support services and infrastructure D Community marketing strategies > Development and implementation of community branding and marketing > Renewal of"Main Streets"of Bayham ➢ Festivals and events supports > Trails development and related supports ➢ Municipal waterfront and East beach development Opportunities related to Wind power MEMBERSHIP/TERMS OF OFFICE Appointments will be made by the Council of the Municipality of Bayham. Membership will be comprised of two members of Council,and a minimum of 5 and maximum of ten individuals from the community representing various areas of interest and a cross section of business and commerce sectors of Bayham. Areas of interest should include the following as much as possible: 0Agriculture and Farming 0Fisheries 5Service and Retail 0Service Clubs Qi'Heritage/Museums 0Construction 0 Tourism 0Trucking 0Industrial CI Festivals and Events All members will serve for a term to coincide with the term of Council. A Secretary will be appointed by the Committee to prepare minutes and agendas. Council may appoint staff support as necessary. Appointment of Chair/Vice Chair At the first meeting in each calendar year,the Committee will select a Chair and a Vice Chair who will assume the role of the Chair in his/her absence. Vacancies All voting members will remain in office until their respective successors are appointed by Council. In the event of a vacancy during a term,the Committee will recruit replacement members and recommend appointments to be made by Council. PROCEEDINGS 1. Frequency of Meetings Meetings will be held a minimum of quarterly,on the third Monday of the month at 7:00 p.m.in the Bayham Municipal Office Committee Room or as otherwise directed or re- scheduled by the Chair. 2. Quorum A quorum will consist of not less than half plus one of the total number of appointed voting members. If there is no quorum within twenty minutes of the scheduled time for the meeting,the Chair will re-schedule the meeting date. Members are urged to call the Secretary and advise of any regrets. 3. Voting A majority vote of members present will be used to reach a decision on matters before the Committee. 4. Reporting To Council Minutes of committee meetings will be circulated to Council. Annually,the Committee shall: • Submit a proposed budget to Council for considerations for the following fiscal year • Present an action plan for the forthcoming year and report on current year activities All expenditures must be included in the approved current budget and the Committee must give authorization for each transaction. The Committee is subject to the Municipal Procurement Policies. Establishment of Subcommittees In order for the Committee to achieve its goals and mandate,the Committee shall utilize three Subcommittees,who in turn will utilize Working Groups for assistance and to carry out physical improvements. The committee structure shall be as shown on Schedule"A"attached hereto. The Subcommittees and Workgroups shall be established as follows: Tourism Subcommittee The Tourism subcommittee will determine and coordinate priorities regarding tourism,including beach and harbour initiatives,parks and trails,and the interpretive centre. Workgroups for each of these key areas will be established,comprised of registered volunteers who implement physical works approved by the subcommittee. The subcommittee shall be comprised 5 to 10 members including one representative from each workgroup. The Subcommittee may establish additional workgroups on an as-needed basis with the approval of the Committee. Marketing and Promotions Subcommittee The Marketing and Promotions Subcommittee will pursue marketing programs and develop marketing and branding strategies for the community. It will determine the annual marketing program and develop and distribute promotional materials for tourism and special event. It will work to assist area festivals and establish"signature"events or festivals including investigating and securing grants and other funding for area events. The subcommittee shall be comprised 5 to 10 members including one representative from each workgroup. Workgroups comprised of registered volunteers will be established for Materials and Branding and for Special Events. Entrepreneurial Support Subcommittee The Entrepreneurial Support Subcommittee will develop and coordinate supports for business and commerce in the community. It will concentrate on business readiness,retention and expansion,planning facilitation,business promotion and support,Main streets renewal,industrial development strategies and serve as a business Eason. The subcommittee shall be comprised 5 to 10 members including one representative from each workgroup. Workgroups comprised of registered volunteers will be established for Business Liason, Planning and Facilitation, and Green Solutions. Members of these Subcommittees and workgroups shall be appointed by and serve at the pleasure of the Committee. Appropriate minutes of each subcommittee shall be maintained and circulated to the Committee.
