HomeMy WebLinkAboutBy-law No. 2008-014 THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO.2008-014 A BY-LAW TO ESTABLISH A POLICY RESPECTING MUNICIPAL ASSISTANCE WHEREAS pursuant to provisions of the Municipal Act, 2001, Section 107(1) a municipality is permitted to make grants subject to terms as determined by council. AND WHEREAS these grants can be made to "any person, group or body for any purpose that council considers to be in the interests of the municipality". AND WHEREAS the Council of the Municipality of Bayham is desirous of establishing a policy to permit the making of such grants in a fair, open and expeditious manner. AND WHEREAS Council for the Corporation of the Municipality of Bayham deems it necessary and expedient to establish such policy under the provisions of the Municipal Act or its regulations by by- law; THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT the Policy Respecting Municipal Assistance marked as Schedule "A" attached hereto and forming part of this By-law be and the same is hereby adopted. 2. AND THAT this By-law shall come into force and effect upon the date if its enactment. READ A FIRST, SECOND AND THIRD TIME AND FINALLY PASSED THIS 17TH DAY OF JANUARY 2008. MA R CLERK Schedule"A" to BIL 2008-014 Page 1 POLICY FOR MUNICIPAL ASSISTANCE Policy and Procedures Applications for Municipal Assistance Goals and Objectives 1. To ensure continued citizen and Community Group involvement in local civic events for the social well being and economic development of the Community. 2. To provide limited financial assistance(in various forms),to community groups and organizations. 3. To allocate limited resources in a fair and consistent manner. Definition of Financial Assistance 1. Direct Grants 2. Use of Municipal Property/facilities at reduced or no cost 3. Fee waivers(permits,etc.) 4. Municipal Staff support 5. Equipment supply 6. Materials supply 7. Insurance coverage Categories for Funding 1. Community Events/Parades* 2. Tourism/Economic Development 3. Arts/Culture/Heritage 4. Community Social Assistance *Note: Organizers of Parades are required to provide liability insurance in the amount of$2,000,000. The cost of obtaining such insurance may form part of any grant application, along with the necessary Municipal Staff support. Guidelines 1. Must be a clearly stated purpose and function that results in improvement to the Community 2. Must demonstrate a need 3. Must show exploration of other financial support and options(ie: fundraising)and adequate volunteer support 4. Must show prior fiscal years financial statements and current budget Eligibility (Note: Council decisions regarding eligibility are final) • Applicants must be non-profit community groups and organizations(individuals are not eligible) • Applicants must demonstrate the need for the specific project • A community-based activity must be demonstrated • Each proposal must identify a specific local benefit Application Dates Applications must be received prior to February 28th in the year of the event.
