HomeMy WebLinkAboutBy-law No. 2006-034 THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO. 2006-034 A BY-LAW TO ESTABLISH THE BAYHAM TOURISM AND COMMUNITY MARKETING COMMITTEE WHEREAS Section 11 of the Municipal Act, 2001, S.O. 2001, c. 25 as amended provides that a lower tier municipality may pass by-laws respecting Economic Development Services AND WHEREAS the Council of the Corporation of the Municipality of Bayham desires to promote, expand and enhance the economic development/tourism/culture program within the municipality, and to implement a revised Committee structure in support of these goals in accordance with the Bayham Culture Plan AND WHEREAS the Council considers it expedient to establish a committee whose responsibility shall be to develop programs and projects for such purposes. THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT the Council of The Corporation of the Municipality of Bayham hereby establishes a committee to be known as the Bayham Tourism and Community Marketing Committee whose terms of reference are set out in Schedule "A" attached hereto and forming part of this by-law. 2. THAT the said Committee shall be considered as a Committee of Council and all members of the committee shall be appointed by Council as set out in the Terms of Reference. 3. THAT the said Committee shall operate in accordance with the said Terms of Reference which are hereby adopted. 4. THAT this By-law establishing the Bayham Tourism and Community Marketing Committee shall come into full force and effect on June 1, 2006. READ A FIRST AND SECOND TIME this 20th day of April,2006. Schedule 'A"to By-law 2006-034 BAYHAM TOURISM AND COMMUNITY MARKETING COMMITTEE Terms of Reference ESTABLISHMENT The Bayham Tourism And Community Marketing Committee is established by the Council of the Corporation of the Municipality of Bayham by By-law No. 2006-034, enacted and passed by Council on April 20, 2006. NAME OF COMMITTEE The Committee will be known as the "Bayham Tourism and Community Marketing Committee". MANDATE The Committee will provide advice, assistance, and support to Bayham Council in the area of Tourism Development and Community Marketing for the Municipality. Included in this mandate is advice and recommendations relative to trail and related supports development, festivals and events, wind power and tourism opportunities, tourism packages, as well as the development, management, and implementation of the branding and core message marketing initiatives for the Municipality. Through community involvement, this group will plan and co- ordinate infrastructure development related to tourism, ranging from attractions and infrastructure to the development and encouragement/facilitation of visitor services and other supports. The committee will also focus on a breadth of community marketing strategies, and partnerships including support to festivals and events. The Committee will work closely with the Business and Commerce Committee and Museums Bayham. OBJECTIVES The Committee will concentrate on development of strategies, initiatives, and activities for the promotion of Tourism in the Municipality of Bayham. The tourism and community marketing will represent a community wide focus, with strong technical dimensions for marketing. It will have links to broader economic development initiatives in the municipality, county, private operators, and senior government. The Committee will pursue marketing programs, initiatives and strategies (annual and long term). The mandate will include the initiation of three areas of infrastructure development for tourism, being one or two signature special events and festivals, infrastructure development involving hiking and other trails and east beach, and working with the provincial park, private operators, and others to develop enhanced attraction and visitor support services and infrastructure. MEMBERSHIP/TERMS OF OFFICE Appointments will be made by the Council of the Municipality of Bayham. The Committee shall have the following membership configuration: • The Mayor or designate and two additional member of Council • The Administrator or designate • Three to six individuals from the community, preferably with representation from each of the three wards, representing interest in tourism and marketing. One representative shall be a member of Museums Bayham, and one from a local festival/event. • One representative from STETA • One representative from the Port Burwell Provincial Park For the year 2006, all members will serve for a term to expire December 31, 2006 and thereafter, appointments shall be for a three year term. A Secretary will be appointed by the Committee to prepare agendas, and keep minutes of meetings. The Municipality may appoint staff support as necessary. Appointment of Chair/Vice Chair At the first meeting in each calendar year, the Committee will select a Chair and a Vice Chair who will assume the role of the Chair in his/her absence. 3/L -o3/ Vacancies All voting members will remain in office until their respective successors are appointed by Council. In the event of a vacancy, either as a result of a resignation or expiration of the term of office, the Committee will recruit replacement members and recommend appointments to be made by Council. PROCEEDINGS 1. Frequency of Meetings Meetings will be held a minimum of quarterly, on a date and time as is convenient for the members. Meetings may be held in the Bayham Municipal Office Committee Room or as otherwise directed or re-scheduled by the Chair. 2. Ouorum A quorum will consist of not less than half plus one of the total number of appointed voting members. If there is no quorum within twenty minutes of the scheduled time for the meeting, the Chair will re-schedule the meeting date. Members are urged to call the Secretary and advise of any regrets. 3. Voting A majority vote of the members present will be used to reach a decision on matters before the Committee. 4. Establishment of Sub-committees It is anticipated that for various projects and initiatives that sub-committees or technical sub-groups to focus on one component of an action plan or a specific task will be formed by the Committee. These members would not be appointed by Council but would be appointed by and serve at the pleasure of the Committee. Appropriate minutes shall be maintained and circulated to the Committee. To provide additional expertise not found in its membership base, the utilization of volunteers from outside of the committee membership is encouraged. Bayham's Trail Coalition The Committee shall appoint a Bayham's Trail Coalition which will be responsible for pursuing trail initiatives in terms of developing a Master Plan and subsequent venues development and operations. Marketing Committee The Committee shall appoint a Marketing Committee, which will be responsible for developing the annual marketing program, branding strategy, market development, and related initiatives. Tourism Packages Committee The Committee shall appoint a Tourism Packages Committee, which will be responsible for developing and promoting the Eco-Tourism, Agri-Tourism, recreation/sporting, heritage,hunting, and other tour-based products. Special Events and Festivals Committee The Committee shall appoint a Special Events and Festivals Committee, which will be responsible for developing signature events and the provision of technical, marketing, and other supports for the range of festivals and events across Bayham. 5. Reporting To Council/Budaets and Expenditures Minutes of Committee meetings will be circulated to Council. The Chairman or designate will attend Council meetings as required to provide updates on activities. Annually,the Committee shall: • Submit a proposed budget to Council for consideration for the following fiscal year • Present an action plan for the forthcoming year and report on current year activities All expenditures must be included in the approved current budget. The Municipal policy on procurement shall apply for all expenditures.
