BY-LAW NO.2006-018
A BY-LAW TO AUTHORIZE THE EXECUTION OF AN AERIAL
ORTHOPHOTO LICENSING AGREEMENT BETWEEN THE
CORPORATION OF THE MUNICIPALITY OF BAYHAM AND FIRST
BASE SOLUTIONS INC.
WHEREAS Section 8 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, provides that a
municipality has the capacity, rights, powers, and privileges of a natural person for the purpose of
exercising its authority under this or any other Act;
AND WHEREAS the Corporation of the County of Lambton along with other interested partners
issued a Request for Proposal for The Supply of Orthophotography and Associated Products;
AND WHEREAS the Corporation of the County of Lambton and the other interested parties
have considered all proposals and have recommended First Base Solutions Inc. as the successful
vendor for the provision of the goods and products identified in the RFP;
AND WHEREAS the Council for the Corporation of the County of Lambton and interested
partners have approved First Base Solutions Inc. as the successful vendor for the provision of the
goods and products identified in the RFP;
AND WHEREAS the Council of the Municipality of Bayham is desirous of entering into an
agreement with First Base Solutions Inc. to acquire a license to the Digital Orthophotography and
Associated Products as outlined in the Request for Proposal 2005-115 dated August 5th, 2005 and
proposal response by First Base Solutions Inc. dated September 22 ,2005;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE
MUNICPALITY OF BAYHAM ENACTS AS FOLLOWS:
1. THAT the Mayor and Clerk be and are hereby authorized to execute the Agreement
attached hereto as Schedule"A"and forming part of this by-law with First Base Solutions
Inc. to acquire a license to Digital Orthophotography and Associated Products.
2. AND THAT this by-law shall come into full force and effect upon final passing.
READ A FIRST, SECOND AND TIIIRD TIME AND FINALLY PASSED THIS 23rd DAY
OF MARCH 2006
