BY-LAW NO. 99-51
A BY-LAW TO AUTHORIZE THE EXECUTION
OF AN AGREEMENT BETWEEN THE
MUNICIPALITY OF BAYHAM
AND SUZANNA MANTEL FOR THE
PROVISION OF TEMPORARY
FINANCIAL SERVICES
WHEREAS Section 77(3), of the Municipal Act,R.S.O., 1990 Chapter,M.45,as amended,
authorizes Council,when the office of treasurer is vacant to appoint a temporary treasurer who
shall have all the powers and duties of the treasurer under this and every other Act;
AND WHEREAS by resolution dated July 8, 1999 Council of the Municipality of Bayham
accepted the resignation of Lynn S. Buchner,Administrator/Treasurer for the Municipality of
Bayham effective July 16, 1999;
AND WHEREAS the Municipality of Bayham is desirous of entering into an Agreement for
temporary contracted financial services to be performed on behalf of the Municipality in
accordance with Section 201 of the Municipality's Personnel Policy, which states as follows:
"Contract employees are those who are retained to undertake a specific function for a set
period, of time not to exceed a twelve month period unless reviewed by both parties. The
Municipality offers this category in limited classifications and to limited numbers of
employees. Individuals participating in this program must sign waivers of their rights to
participate in the benefit programs applicable to regular employees. Service in this
category cannot be credited to in any way toward any benefit program, even if the
employee is later assigned to a benefit-eligible category. A change from this category
can be accomplished only with the written consent of the Municipality. ";
THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY
OF BAYHAM ENACTS AS FOLLOWS:
1. THAT the Mayor and Clerk be and are hereby authorized to execute the Agreement
attached hereto as Schedule"A" and forming part of this by-law between Suzanna
Mantel and the Municipality of Bayham for the provision of temporary financial services.
2. THAT this by-law shall come into full force and effect upon final passing.
