HomeMy WebLinkAboutBy-law No. 1999-030 CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO. 99-30 A BY-LAW TO ESTABLISH THE `BAYHAM COMMUNITY ECONOMIC DEVELOMENT & TOURISM COMMITTEE." WHEREAS the Council of The Corporation of the Municipality of Bayham desires to promote, expand and enhance the economic development and tourism within the municipality; AND WHEREAS the Council considers it expedient to establish a committee whose responsibility shall be to develop programs and projects for this purpose. THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT the Council of The Corporation of the Municipality of Bayham hereby establishes a committee to be known as the "Bayham Community Economic Development & Tourism Committee" whose terms of reference are set out in Schedule "A" attached hereto and forming part of this by-law. 2. THAT the said Committee shall be considered as a Committee of Council and all members of the committee shall be appointed by Council as set out in the Terms of Reference. 3. THAT the said Committee shall operate in accordance with the said Terms of Reference which are hereby adopted. 4. THAT this By-law shall come into full force and effect on the date of its passage. READ A THIRD TIME AND FINALLY PASSED this 15th day of April, 1999. • MAYO ' ERK NI Schedule 'A"to By-law 99-30 )' BAYHAM COMMUNITY ECONOMIC DEVELOPMENT &TOURISM COMMITTEE Terms of Reference ( ') '( ESTABLISHMENT 1 )Established by the Council of the Corporation of the Municipality of Bayham by By-law No. 99-30, enacted and passed by Council on April 15th, 1999. )i NAME OF COMMITTEE ) 1(1 The Committee will be known as the "Bayham Community itif Economic Development& Tourism Committee" MANDATE "A COMMUNITY WORKING TOWARDS SOCIAL, ECONOMIC AND l ENVIRONMENTAL GROWTH" 1). OBJECTIVES )1 i( Through community involvement, this group will co-ordinate and plan for our community's future by developing strategies to change and enhance the social, economic and environmental situation. They will identify and prioritize the needs of the community and encourage partnerships and a cohesive "community spirit". 11, A focus will be placed on initiating and developing action plans which will contribute to community renewal in such areas as business, employment opportunities, beautification, 1)' recreation, tourism, natural resources and heritage. ' 1 Understanding that community economic development is a plan for the long term, the main focus (1 of this community group is to be proactive in the creation of a vibrant healthy community which responds to everyone's needs. A community with an appreciation for its diverse rural and urban lifestyles, a strong economic base, enhanced tourism and an appreciation for its natural and '( heritage resources. The Committee will recommend appointments to be made by the Council of the Municipality of Bayham and membership will be comprised of approximately ten voting members representing )' various areas of interest throughout the community. For example, areas of interest may include: jt #Churches and church groups Volunteer sector Education #Fisheries #Youth #Service clubs 0 Heritage �i Tourism #Municipal Council ( #Business/Commerce #Industry kI #Agriculture/Farming 0 Parks/Recreation Initially for the years 1999 and 2000, all members will serve for a term to expire December 31, )' 2000 and thereafter, half of the committee will serve a one year term and the other half for two years. Replacement members will serve for two year terms. This will ensure continuity of experienced membership. ;1. A Secretary will be appointed by the Administrator/Treasurer and the Council of the 0i Municipality of Bayham and the Administrator/Treasurer will serve as a non-voting member. kii I1 t ' Appointment of Chair/Vice Chair At the first meeting in each calendar year, the Committee will select a Chair ands Vice Chair who will assume the role of the Chair in his/her absence. Vacancies tAll voting members will remain in office until their respective successors are appointed by ; Council. Quorum 'Ci11 A quorum will consist of not less than half plus one of the total number of appointed voting members. If there is no quorum within twenty minutes of the scheduled time for cthe meeting, the Chair will re-schedule the meeting date. Members are urged to call the ') Secretary and advise of any regrets. 3. Voting , Where a matter cannot be settled by consensus, a majority vote of members present will '( be used to reach a decision. The need for a vote will be at the discretion of the Chair. )' 4. Establishment of Sub-committees 4 It is anticipated that for various projects and interested that sub-committees or technical ' sub-groups to focus on one component of an action plan or a specific task will be formed by the Committee. These members would not be appointed by Council and would be )' li appointed by the Committee for the utilization of volunteers from outside of the committee membership to provide additional expertise not found in its membership base. Reporting To Council Annually, the Chairman or designate will appear before Council to: LI • Submit a proposal for budget considerations for the following fiscal year • Present. an action plan for the forthcoming year and report on current year activities As required, recommend the ointment of members �' • q appointment 1, ) In addition to the above, monthly minutes of committee meetings will be circulated to Council and the Special Events Committee for information. ii All expenditures must be included in the approved current budget and the Committee must give authorization for each transaction.
