HomeMy WebLinkAboutBy-law No. 1999-021 CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NUMBER 99-21 BEING A BY-LAW TO AMEND BY-LAW NO. 98-03 (A BY-LAW TO IMPOSE RATES AND FEES) WHEREAS Section 220.1 (2) of the Municipal Act, R.S.O., Chapter M.45, as amended authorizes municipalities to set out by by-law, specific rates and fees to be charged for administrative services; AND WHEREAS the Council of the Corporation of the Municipality of Bayham by By- law No. 98-03 enacted and passed on the 5th of January, 1998, adopted fees as set out in Schedule "A"attached thereto and forming part of that By-law which was subsequently amended by By-laws 98-19 and 98-86; AND WHEREAS the Council of the Corporation of the Municipality of Bayham now deems it necessary to further amend By-law No. 98-03 to include a fee for applications to renew temporary uses in accordance with the Planning Act and rental fees for the Straffordville Community Centre and the Vienna Community Centre and to reference the Rates and Fees set out in building By-law 98-61, as amended for permits to construct, demolish, changes of use, inspections and permits associated with sewage systems; THEREFORE THE CORPORATION OF THE MUNICIPALITY OF BAYHAM HEREBY ENACTS AS FOLLOWS: 1. THAT Schedule "A"to By-law No. 98-03, as amended, is hereby further amended to include the following fees: Temporary Use Zoning By-law Renewals $500 Community Centre Rental Fees i) Straffordville Community Centre Main Hall-Dances/Weddings/Banquets Monday- Thursday Residents$175 Non Residents$235 Friday&Saturday Residents$225 Non Residents$285 Sunday Residents$175 Non Residents$235 Main Hall- Meetings $100 up to 4 hours & $25 each hour after Upper Hall-Dances/Weddings/Banquets $125 Upper Hall-Meetings $55 (All parties renting the hall must have a minimum $1,000 liability coverage limit. Proof of insurance must be presented to Community Centre Manager prior to any event) Rental Exemptions • Youth and seniors'organizations such as Brownies, Guides and Sparks will have use of the facility at no charge. • Minor Ball Associations will receive free use of the hall for all meetings and their year end banquet. However a fee of$100 shall be charged for Teen Town Dances. • Service clubs such as the Lions, Lioness and Optimist shall receive free use of the facility in lieu of an annual donation. • The Lions club make an annual donation of$2,400 and have in the past provided additional assistance for specific projects BY-LAW NUMBER 99-21 Page 2 ii) Vienna Community Centre Basement with Kitchen Privileges $125 Basement without Kitchen Privileges $75 Entire Facility with Kitchen Privileges $250 Entire Facility without Kitchen Privileges $200 Upstairs Only $100 Kitchen $50 Deposit for Stag or Buck&Doe $500(refundable less Applicable fee if no damages) Minimum Deposit $50 Rental Exemptions • Ali community meetings(fire associations, minor ball, church groups etc.) • Funerals • Penny sales Y Museum Board • Eastern Star • In accordance with an executed Agreement between the Vienna Lions Club and the Vienna Community Centre &Recreation Board dated June 12, 1997, in exchange for an annual cash donation of$3,000 each for the years 1997, 1998, 1999, 2000 and 2001 respectively, towards the operation and maintenance of the Centre, the Lions Club does not pay rent for the use of the Centre and has exclusive control over the Lions Den. Additionally, the Club shall continue to have first choice of the use of the Centre for seven functions per year. (The donation does not include other commitments made or expenses incurred by the Lions club, such as bail park hydro, club room renovations etc.) 2. THAT Schedule "A"to By-law 98-03 be further amended to add the following statement: "Building Permit Fees and Sewage System Permit Fees are set out in Building By-law No. 98-61 and amending By-law No. 99-22." 3. THAT in all other respects, By-law 98-03 and amending By-laws 98-19 and 98-86 be and are hereby confirmed. 4. THAT this By-law shall come into full force and effect upon the date of its passage. Read a first and second time this 18th day of March, 1999. Read a third time and finally passed this 18th day of March, 1999.
