Whereas the Council of the Municipality of Vienna (hereinafter called the "Municipality") deems it necessary to borrow the sum of $ 10,000. to meet, until the taxes are collected, the current expenditures of the Municipality for the year; Ntna.—Hetet And Whereas the total amount of the estimated revenues of the to the estimates 77 Pt ar. The Head and the Treasurer are hereby authorized on behalf of the Municipality to borrow from time to time by way of promissory note from CANADIAN IMPERIAL BANK OF COMMERCE a sum or sums not exceeding in the aggregate $ 10,000. to meet until the taxes are collected the current expenditures of the Municipality for the year,including the amounts required for the purposes mentioned in subsection (1) of Section 329 of the Municipal Act, and to give on behalf of the Municipality to the Bank a promissory note or notes sealed with the Corporate Seal and signed by the Head and Treasurer for the moneys so borrowed, with interest at such rate as may be agreed upon from time to time with the Bank. 2. All sums borrowed pursuant to the authority of this by-law,as well as all other sums borrowed in this year and in previous years from the said Bank for any or all of the purposes mentioned in the said Section 329, shall, with interest thereon, be a charge upon the whole of the revenues of the Municipality for the current year and for all preceding years as and when such revenues are received. 3. The Treasurer is hereby authorized and directed to apply in payment of all sums borrowed as aforesaid, together with interest thereon, all of the moneys hereafter collected or received either on account or realized in respect of taxes levied for the current year and preceding years or from any other source which may lawfully be applied for such purpose. Re: 1971 Road Estimates By-Law Dear Sir: Enclosed are four copies of By-Law Form OB-MR-25 and three copies • of supporting Road Programme OB-MR-26 for use when submitting estimates of 1971 normal road expenditures for which your municipality will claim subsidy under Part X of The Highway Improvement Act. In order that subsidy expenditures for this district may be kept within the amounts allocated to it, it is necessary to advise you that the maximum expenditure amount that may be approved for your municipality for normal work must be such that the subsidy amount based thereon shall not exceed: $ for Construction and $ 2,000.00 for Maintenance (i. e.) The by-law and road programme will show expenditure amounts but the subsidy calculated from those amounts must not exceed those figures noted above. Please note that, subject to rounding out the amount to the nearest hundred dollars, the estimates for Engineering and Overhead shall not exceed 7% of the total of the "Roads" and "Bridges and Culverts" item. Be careful to see also that the various sub-totals on the programme agree with the amounts entered in the by-law • Three copies of the completed by-law and two copies of the programme must be forwarded to the undersigned not later than March 31st, 1971. In the event your municipality considers it necessary to submit a supplementary by-law, such by-law must reach this office not later than May 31st, 1971. I must caution that each by-law will be subjected to rigorous scrutiny and recommendations for approval will be in line with our financial position at that time. Dear MI Madam: Re: 1971 Subsidy Allocation • Reference By-law No. 687With Supporting Statement of Proposed Expenditure The Honourable Charles MacNaughton, Minister of Transportation and Communications, has authorized a subsidy allocation based on the above- noted by-law and supporting statement of expenditures in the amounts of $ _ for Construction $ 2,000. for Maintenance $ 2,000. Total Please note that where expenditures produce subsidy amounts in excess of either of the above limits, the excess amounts will not be eligible for consideration unless covered by a supplementary request approved by the Minister. Supplementary requests for unavoidable expenditures in excess of the normal allotment will be considered, but such requests should be submitted prior to May 31st, 1971. Requests submitted after that date may not be consi- dered for approval until March 1972, the end of the 1971 -72 fiscal year. MAY 2619/1 MAY 2 6 1971 \-------1.1.24''ciP c^os o 'S'Gy��,LONDON gyp• p I /P,�I RDADS� ��`'j OF H�'ii W / 4. ,kti , THE CORPORATION OF THE MUt1ICIPALITY OF VIEc1h'A By-Law No. 691 Being a By-law to regulate the keeping of domestic fowl or pigeons i� or cattle, goats, swine, horses, rabbits, mink, foxes, reptiles or ' other animals, or kennels for the breeding or boarding of cats and :j dogs within the limits of the Municipality of Vienna. 11 ' Whereas by virtue of Sec. 379 (1) of the Municipal Act R.S.O. , 1960, Municipalities may pass by-laws to regulate the keeping of domestic fowl or pigeons or cattle, goats, swine, horses, rabbits, mink, foxes, reptiles or other animals, or kennels for the breeding or boarding of cats and dogs: And Whereas the Council of the Corporation deems such a by-law to be necessary, Therefore be it enacted by the Council of the Municipality of r Vienna: 1) All persons desirous of keeping cattle, goats; swine, or horses ' or other animals for sale or- personal use within the Corporation +1 shall erect a fence to a minimum height of four feet being of woven wire. r I1la) All persons desirous of keeping d.amestic fowl for sale or person- al use within the Corporation shall erect a fence to a minimum 1 height of six feet being of woven wire having a maximum of two inch mesh. lb) All persons desirous of keeping pigeons, rabbits, mink, foxes, reptiles or kennels for the breeding or boarding of cats and dogs within the Corporation shall erect cages of good quality 4 lumber frame not less than two inches by four inches and being covered with either good quality lumber or woven wire having a maximum of two inch mesh. 1 2) All buildings to be erected or altered for use for the purposes set out in Sectior 1 of this By-law must be in accordance with • ({ the provisions of By-law numbers 679 and 635. i 3) All buildings used for the purposes set out in Section 1 of this I By-law shall be kept in a neat and sanitary condition to the satisfaction of the By-law Enforcement Officer at all times and 1 the interior walls of the said buildings shall be cleaned at least once in every twelve month period with whitewash or a I similar substance containing a suitable disinfectant. s 4) All manure accumulating from the keeping of fowl and animals , must be disposed of at regular intervals in a manner satisfactory to the Medical Officer of Health for the County of Elgin and in no case shall manure be allowed to accumulate in excess of one week during the period from May 1 to October 31, and in excess of one month during the period from November 1 to April 30. 1 5) The lands used for the keeping of fowl and animals as set out I in Section 1 of this By-law shall be drained in such a manner to ensure rapid drainage and freedom from stagment pools of water. i 6) Any premises used for the purposes set out in Section 1 of this By-law shall be subject to inspection at any time by the Medical Officer of Health, the Public Health Inspector, the Fire Chief, the Building Inspector, or the By-law Enforcement Officer and no person shall refuse admission to any such inspecting officer or shall fail to remedy any condition if so requested by any such 11 official. 7) All By-laws inconsistent with the provisions of this By-law are hereby repealed. t Read a first time this 3rd day of June, 1971, being read a second time ethis 5th day of August, 1971, , Read a 3rd time this 2nd day of September, 1971 and passed.
