HomeMy WebLinkAboutBy-law No. 2007-018 THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NUMBER 2007-018 Being a By-law to Establish a Staff Training Policy for"Museums Bayham" including The Edison Museum of Vienna and The Port Burwell Marine Museum& Historic Lighthouse WHEREAS the Council of the Municipality of Bayham recognizes the need for clear and concise policies concerning Museums Bayham; AND WHEREAS the Council of the Corporation of the Municipality of Bayham is desirous that a Staff Training Policy be established for Museums Bay-ham; AND WHEREAS the Council is desirous that such provision be approved by By-law; THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Municipality of Bayham enacts as follows: 1. THAT the Council of The Corporation of the Municipality of Bayham hereby establishes a staff training policy to be known as the "Museums Bayham Staff Training Policy" as set out in Schedule"A"attached hereto and forming part of this by-law. 2. THAT staff training matters related to the Edison Museum of Vienna and the Port Burwell Marine Museum shall be maintained in accordance with the said Policy being hereby adopted. 3. THAT this By-law shall come into full force and effect on the date of its passage. READ A FIRST, SECOND AND THIRD TIME AND FINALLY PASSED THIS 19TH DAY OF APRIL 2007. MAYW-A) CLERK Schedule"A"to B/L 2007-018 MUSEUMS BAYHAM EDISON MUSEUM OF VIENNA & PORT BURWELL MARINE MUSEUM & HISTORIC LIGHTHOUSE Staff TrainingPolicy Museums Staff Training P?,. ,4 On going staff training and professional development are the most direct ways to improve the quality of the Edison Museum of Vienna and the Port Burwell Marine Museum & Historical Lighthouse. A museum's entire operation, image, and activities are determined by the knowledge and capabilities of its staff. Therefore, it is important that the staff members (both paid and volunteers) are provided training opportunities if they are to do their jobs well. 2 . -. F Training nioak 2. : To attain the Staff Training Standard, the Museums Bayham Board will implement eight (8) requirements. It will have affirmed its commitment to staff training and professional development by providing opportunities and support for staff to become better qualified museum employees. The museums' programs of staff training and development will be continued and encouraged every year in order to assist staff in becoming highly qualified by the end of 2011 (within five years). The ultimate goal of the Museums Bayham Board shall be to have fully trained staff and volunteers who are able to ensure continuity in the museums' operations, and implement sound museological practices. 3 . Requirements The staff training programs that are offered by the Mu seums Bayham Board strive to achieve the following objectives: . :`. The museum board will establish a written staff training policy which provides for both in-house training and professional development for staff. The museum board will implement regular in-house training for all staff and volunteers, and will offer a regular orientation program for the Board Members. The training program will ensure that staff are familiar with recommended museum practices and are instructed in: (a) general operations of the museums; (b) the art of managing the visiting public; (c) interpretive techniques; (d) safety and security; (e) preventive care of the collection; (f) first aid. 3 Some examples of in-house training opportunities for museum staff that satisfactorily fulfill this requirement include: orientation programs for new staff & new board members; use of visiting specialist; audio-visual programs; visits to other museums; library of museological reference material. Each year the museum board will provide its staff with the opportunity for professional development, interchange with museum colleagues, or up- grading of skills. All training is subject to Board approval and budget availability as approved by Municipal Council. Areas of museological and general training which are necessary for the operation of a professional museum include: (a) museum organization & administration; (b) registration and collections management; (c) care of collections; (d) interpretation and public programs; (e) research. Some examples of training opportunities for museum staff that satisfactorily fulfill this requirement include: heritage organization conferences & meetings museum studies: certificate or degree courses workshops, seminars, or courses on museum responsibilities regional meetings/workshops with museum colleagues visiting specialists correspondence courses internships study tours exchange programs. 4 Additional training will include familiarization with the Workplace Hazardous Materials Information System (WHMIS) and the Occupational Health and Safety Act. Staff and volunteers will be made familiar with the Museums Bayham Board Policies. A portion of the Museums Bayham Board budget will be allocated annually for in-house training and professional development so that staff can up- grade skills and perform more effectively. 3.7 Time will be provided to staff to attend both in-house training and professional development programs. 3. 1 A reference collection of current museological materials will be established, and be made available to all staff, volunteers and board members. 4 . Resources Required The Museums Bayham requires the following resources in order to offer staff training programs: 4.1 Funds: The financial resources required in developing and operating staff training programs are recognized components of the Museums Bayham annual budget. 4.2 Space: Staff training activities require a defined amount of space within the Museums Bayham facility. 4.3 Staff: Professional municipal staff are required to develop, implement, evaluate, and promote staff training services and programs. 5 . Policy esReview & Approval The Museums Bayham Staff Training Policy is approved by the Museums Bayham Board. Training resources shall be subject to Board approval and annual budget availability. The Staff Training Policy is to be reviewed on an annual basis, or at any time that changes are deemed necessary. The Museums Bayham Board, in conjunction with professional staff, conducts the review. The revised version is submitted to the Museums Bayham Board and Council for approval. This Staff Training Policy may not be altered without the consent of the Museums Bayham Board and Municipality of Bayham Council. Date Secretary Chairperson 6
