HomeMy WebLinkAboutBy-law No. 2005-027 THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO.2005-027 A BY-LAW TO ADOPT A SALT MANAGEMENT PLAN FOR THE MUNICIPALITY OF BAYHAM WHEREAS the Council of the Corporation of the Municipality of Bayham is desirous of adopting a plan for the provision of road salt management within the municipality. NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT the Council of the Municipality of Bayham hereby adopts those portions of the County of Elgin Salt Management Plan, applicable for the provision of road salt management in the Municipality of Bayham, attached hereto as Schedule"A" and forming part of this by-law; 2. MUNICIPALITY OF BAYHAM 40 614 •.r...IP.4 3 # 4 AMMO SALT MANAGEMENT PLAN Page 5 ?.Q INTRODUCTION:' .E.1 Overy ew i nc County of Elgin nas over 700km of roads within the Corporation's jurisdiction The County outsources road maintenance activities, including winter maintenance, to it's seven lower-tier municipal partners; Municipality of West Elgin, Municipality of Dutton/Dunwich, Township of Southwold, Municipality of Central Elgin, Town of Aylmer, Township of Malahide and Municipality of Bayham. The roads are used for recreation, transport to and from the workplace, transportation of goods and services and for emergency services. The County is dedicated to providing a safe transportation system for all road users. Snow and ice control is a key part in keeping our roads safe. Road salts (particularly sodium chloride) are the preferred de-icing! anti-icing chemicals for maintaining winter roadway safety due to its cost, effectiveness, and ease of handling. The County, like other road authorities uses road salt to maintain safe roads for the travelling public during the winter. In 2001, Environment Canada released an assessment report indicating that road salts are entering the environment in large amounts and posing a risk to plants. animals, birds, fish, lake and stream ecosystems and groundwater. The report recommended that salt be designated toxic under the Canadian Environment Protection Act (CEPA), Environment Canada has stated they will not ban road salts, but rather they will encourage users in developing a management strategy. It must be noted that Health Canada stated that road salts are not harmful to humans. In recognition of the adverse effects that excessive use of roads salt can have on the environment, the Salt Management Plan will strive to minimize the amount of road salt entering the environment and research the use of alternatives to road salt in winter maintenance. It is impossible to eliminate the use of road salts all together. The County's objective is to fiscally manage road salt, research the alternatives and endeavour try to lower the use of salt without ever infringing on public safety. i l op . a I SALT MANAGEMENT PLAN Page 6 1.2 purpose of the Salt Management Plan The Salt Management Plan is intended to demonstrate the commitment of the seven road authorities to reduce the environmental effects by managing the County's salt usage and to remain consistent with Environment Canada's stated objectives. Road Safety ;s of the utmost importance to the County and the lower tier Road Authorities. All modifications to winter maintenance activities will be carried out in a way that provides roadway safety and user mobility and remains consistent with the minimum maintenance standards. The Salt Management Plan is intended to be a living document to incorporate new approaches and technologies while meeting fiscal demands and keeping road safety as the first priority. 1,3 Responsibility It is the responsibility of everyone within the County involved in winter maintenance to effectively manage the road salt used on County roads It is the responsibility of the County to ensure that the Salt Management lean is developed, maintained, up dated and implemented throughout the County of Elgin. The County is also responsible to ensure winter maintenance personnei receive appropriate training. It is the responsibility of ail Road Supervisors involved in winter maintenance to ensure that the Salt Management Plan is maintained, and implemented throughout the County of Elgin It is the responsibility of all the Winter Maintenance Personal to ensure that they carry out their winter maintenance duties in accordance with the policies and procedures set out in the Salt Management Plan. 2.0 SALT MANAGEMENT POLICY 2.1 The County of Elgin Road Maintenance Policy The County of Elgin currently uses the Municipal Act 2001 Provincial O.Reg. ' 239/03- 'Minimum Maintenance Standards for Municipal Highways" It is the corporation's intent to take the actions necessary to manage road salts in a manner that protects the environment without compromising road safety i rt CWF SALT MANAGEMENT PLAN Page 7 2.2 !mnIementa ion To meet the objectives of the County's Rona Maintenance Policy the corporation will: a Manage road salts in accordance with the Code of Practice for the Environmental Management of Road Salts • Keep employees and the public informed about the environmental practices related to road salts. • Comply with applicable laws and regulations. • Conduct regular management reviews and recommend improvements wherever feasible. • Periodhc review and analysis of industry practices. • Education and training of staff. • Monitoring and analysis of operations. • Policy and practices revision. As practices and procedures to improve winter' maintenance develop the County MI make improvements to the Salt Management Plan striving to reduce the effects of road salt in our environment. 3.0 WINTER MAINTENANCE STANDARDS 3.1 introduction This chapter documents the seven Lower Tier Road Authority's snow and ice control standards. The seven municipalities are each responsible for maintaining their own Municipal Roads and are contracted by the County to maintain the County Roads within their junsdiction. The major activities related to winter maintenance are €. Salt and sand storage; • Salt spreading • Blended nand spreading • Snow plowing; and • Snow removal and disposal Loa 4 • e %MO SALT MANAGEMENT PLAN Page 8 3.2 Leve: of Service 3.2,i Level of Service for Routine Patrolling 1) The minimum standard for the frequency of routine patrolling of highways is set out in the I able 1. 0. Req. 239/02, s. 3 (1). 2) Routine patrolling shall be carried out by driving on or by electronically monitoring the h?yhway to check 'for conditions described in this Regulation. 0. Reg. 239/02, s, 3 (2). 3) Routine patrolling is not required between sunset and sunrise. O. Reg. 239/02, s. 3 (3). I once every 14_days 5_ - _1 once every_30,dam I 3.2.2 Level of Service for Snow Plowing For the purpose of planning the winter plowing operations, the County and the seven Road Authorities recognizes Ontario Regulation 239/02 Section 4 ONTARIO REGULATION 239/02-SECTION 4 1) The minimum standard for clearing snow accumulation is: a) While the snow continues to accumulate, to deploy resources to clear the snow as soon as practicable after becoming aware of the fact that the snow accumulation on a roadway is greater than the depth set out in Table 2 below and b) After the snow accumulation has ended and after becoming aware that the snow accumulation is greater than the depth set in Table 2 below, to clear the snow accumulations in accordance with subsections (2) and (3) or }ger # ( 1 SALT MANAGEMENT PLAN Page 9 subsections (2) and (4), as this case may be within the time set out in the .able below 2) The snow accumulation must be cleared to a depth less than or equal to the depth set out in Table 2 below 3 The snow accumulation must be clearer: from the roadway to within a distance of 6.0 metres inside the outer edges of the roadway 4) Despite subsection (3), for a Class 4 highway with two lanes, the snow accumuiation on the roadway must be cleared to a width of at least 5 metres 5)This section a) Does not apply to that portion of the roadway designated for parking; and b) Only applies to a municipality during the season when the municipality performs winter maintenance. 6) In this section, "Snow accumulation," means the natural accumulation of new fallen snow or wind blown snow that covers more than haif a lane width of roadway. Salt The seven road authorities bulk purchase and use the same provincial standard grade of road salt. All salt is stored indoors. 3.4.2 Abrasives A mixture of sand and salt mixture is used to improve traction. Salt is mixed with Sand at the yards on average at the following percentages. Brine West Elgin, Southwold, Dutton/ Dunwich and Central Elgin have introduced the use of liquids for pre•wetting salt and anti-icing using new pre-wetting units. Anti icing pilot projects have been initiated. West Elgin is using a salt brute for anti- icing, Central Elgin and Southwold are currently using calcium chloride with 32.% corrosion inhibitor for pre-wetting and anti-icing. 3.5 Training The County has implemented an annual Snow Removal Training Seminar in the fall providing winter maintenance staff with updated winter maintenance information and a written exam. The County Engineering staff and Municipaf Road Supervisors have monthly operations meetings. SALT MANAGEMENT PLAN Page 21 4.0 Salt Management tial Goats 4.1 Introduction This section shall outline the goals established by the local municipalities in order to meet the guidelines as presented in the Code of Practiro for the Environmental Management of Road Salts. It should be noted that these goals are subject to the fiscal priorities established by the local councils during their annual budgetary process and therefore may change. 4.2 Patrolling Over the next five years all municipalities within the County of Elgin will work towards having specifically defined operations & patrolling procedures for consistent information gathering and for dispatching decisions. 4,3 Electronic Spreader Controls Electronic Spreader Controls should be purchased when replacing and upgrading equipment For County Roads each municipality is striving to have 100% of equipment used to spread salt and sand having ground speed regulated electronic controllers with printout or download capabilities. Once equipment is retained the municipality shall develop and implement a record keeping program that utilizes the data supplied by the electronic controllers. 4.2 Pre-11 Wetting & Anti Icing Equipment Individual Municipalities will continue to develop pre-wetting pilot projects. Ss, x SALT MANAGEMENT PLAN Page 23 4.4 Record Keeping As new winter maintenance procedures are implemented such as anti-icing. pre- wetting etc records of new practices, procedures, material purchased and usage will be recorded to compare and plan for future seasons. 4.5 Training The County will continue with the annual Snow Removal Training in the fall and the Municipal Road Supervisors monthly operations meetings. The County will also hold annual training for each municipality to inform the Winter Maintenance personal of their responsibilities and up dates to the Salt Management Plan. Salt Management Training will also be provided to new winter maintenance personnel by the County Construction Technologist. 4.6 Vulnerable Areas Over the next five years the County of Elgin will work with other agencies such as the Conservation Authorities, Ministry of Natural Resources, and Ministry of he Environment to identify vulnerable areas. The County will also identify strategies to reduce salt impacts to salt vulnerable areas. 4.7 Abrasives In the 2005-2006 seasons the municipalities will be testing the effectiveness of lowering the amount of Salt in the Sand/Salt mixture to an average of 10%. 4.8 Salt/Sand & Liquid Chemical Storage When storage facilities are replaced they should be replaced with impermeable floors of asphalt, or concrete. If a facility is not capable of indoor unloading/ioading of salt an impervious pad should be constructed at the entrance to accommodate. Liquid Chemicals must be prepared and housed in leak-proof non-corrosive containers. If the lowest air tempe►ature falls near or below the freezing point of the solution, then the solution should be stored inside. 4.9GPS Central Elgin has purchased 16 Grey Island GPS units that will be up and running in 2006. The service provides real-time and historical vehicle location data and dispatch map display for all equipped vehicles. It can also monitor *ars ES ('' - '.i . . ono SALT MANAGEMENT PLAN Page 24 vehicle conditions such as spreader control status, plow-up/plow down, idling time etc. The GPS units allow the fleet units to be visually displayed as they travel around their area through Internet browser. 4.11 Loading Practices Any salt spilled during loading of spreaders or other de-icing equipment within or outside of the storage facilities should be collected and conveyed back to the storage facility as soon as possible. Spreaders should not be ioaded beyond thew capacity as overloaded spreaders are prone to spilling salt during operations. Salt should be applied in accordance with approved standards. Over salting is a waste that can result in environmental damage. 4.12 Snow Disposal The Municipalities and the County of Elgin will asses snow disposal sites and determine required improvements within the next five years. The TAC's Salt Management Synthesis of Best Practices for Snow Storage and Disposal Sites will be used as a guide for the selection of new disposal sites. 4.13 Conclusion The County of Elgin and the seven lower-her Road Authorities are dedicated to maintaining the County roads for the safety of the public in accordance with the Level of Service Policies. Over the next ten years through education, equipment upgrading and the commitment of both the seven lower tier Road Authorities and the County of Elgin the environmental impacts of snow and ice control chemicals such as salt will be reduced in the County of Elgin. The Salt Management Plan stands as a guide for both the County of Elgin and the lower tier Road Authorities to identify ways the managed salt strategy will be implemented. The Salt Management Plan will be updated as improvements are made to winter maintenance activities such as pre-wetting and anti-icing and Best Management Practices.
