Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Tuesday,April 3,2007 6:00 p.m. A Budget meeting of the Council of the Municipality of Bayham was held beginning at 6:00 p.m. on Tuesday, April 3, 2007 in the Committee Room. Present were Mayor Lynn Acre, Deputy Mayor Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and Ed Ketchabaw, Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel. 1. CALL TO ORDER Mayor Acre called the meeting to order at 6:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None ADDITION OF ITEM 2007-168 Moved by C Evanitski Seconded by W Casier "THAT in accordance with Section 21 of Procedural By-law 2002-93, Staff Report F2007-18 be added to the agenda as item 3.1(c)." Disposition: Motion Carried Unanimously 3. FINANCE,ADMINISTRATION & PERSONNEL 1. CORRESPONDENCE&REPORTS (a) Staff Report F2007-08 and attached 2007 draft budget. (Previously circulated) File: F05.07 Areas under consideration are as follows: 1. Tourism and Marketing Mayor Acre suggested Tourism &Marketing be reduced from $46,500 to $3,500. Administrator Kruger advised that the Lord draft report suggests a 2007 budget of$16,500 to $24,500. It was agreed to table consideration until the final report is received and reviewed. Fire Services It was agreed that: uniforms be reduced by $2,500 from $3,500 to $1,000; cleaning supplies by$500 from $1,000 to $500; grounds maintenance by $1,000 from $3,000 to $2,000; office supplies reduced by$500 to $1,500. 3. Police Services The Treasurer advised that there was a policing credit of$72,695. It was agreed that the $50,000 transfer from reserves be removed and$20,000 be placed in the Policing Reserve Credit bringing the total reserve to $208,000 for a net impact to reduce the budget by$2,000. 4. Building Services Sundry reduced by $500 from $1,000 to $500. 5. Roads Association fees changed to 250. 6. Waste Disposal It was determined that Port Burwell businesses had not been billed for the 2006 garbage bin placements. An invoice for reimbursement is to be prepared and sent out. Various disposal options were.discussed. 7. Grass Cutting Staff were requested to provide a listing of the areas cut by Contractors and the Public Works Department. 8. Staffordville Community Centre Grounds maintenance reduced by$500 to $5,500. 9. Vienna Community Centre Reallocation of funds from Parks &Recreation budget to Vienna Community Centre, net impact reduction of$1,000. (b) Municipal Assistance Applications Summary File: F Councillor Ketchabaw, on behalf of the Vienna Masonic Hall/Temple Club, withdrew the application submitted. BUDGET MEETING MINUTES - 80- April 3, 2007 2007-169 Moved by W Casier Seconded by C Evanitski "THAT the Municipal Assistance Applications Summary be received; AND THAT Community Centre fee waivers for the following users be approved: Aylmer Community Special Olympics Eastern Star Optimist Club Straffordville/Bayham SERVE Port Burwell/Vienna United Church Straffordville Community Committee Straffordville Firefighters Assoc Straffordville Minor Ball Straffordville S.0 Parade Committee (Lions) Vienna Lions Club St.Luke's Anglican Church Guild Vienna Lioness Straffordville Public School Straffordville Lions Club; AND THAT the applicable cleaning fees be paid by those users for whom fee waivers have been approved; AND THAT other requests for staff and services support be approved as submitted." Disposition: Motion Carried Unanimously 2007-171 Moved by W Casier Seconded by M Taylor "THAT the correspondence dated March 26,2007 from R.Lee Locker be received; AND THAT Council approves a fee waiver for use of the Bayham Community Centre in Straffordville on May 25th to hold a fundraiser in support of the Michael Gunstone, subject to payment of the $100 cleaning fee and proof of liability insurance coverage in the minimum amount of$1 million dollars." Disposition: Motion Carried Unanimously (c) Staff Report F2007-18 regarding Asset Management File: F05.07 BUDGET MEETING MINUTES -• 81 - April 3, 2007 2007-172 Moved by W Casier Seconded by E Ketchabaw "THAT council accept the quotation received from C.N.Watson in the amount of $29,213; AND THAT council request that C.N. Watson expand the scope of the project to include buildings and land, equipment,vehicles and water&wastewater." Disposition: Motion Carried Unanimously 4. BY-LAW By-law 2007 - 036 A By-law to confirm all actions of Council 2007-173 Moved by W Casier Seconded by M Taylor "THAT confirming By-law 2007-036 be read a first, second and third time and finally passed." Disposition: Motion Carried Unanimously 5.
