THE CORPORATION OF THE MUNICIPALITY OF BAYHAM

The regular meeting of the Council of the Municipality of Bayham was held beginning at
7:00 p.m. on Thursday, February 15, 2007 in Council Chambers. Present were Mayor
Lynn Acre, Deputy Mayor Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and
Ed Ketchabaw,Administrator Kyle Kruger, Treasurer Suzanna Mantel and Clerk Lynda
Millard.
Fire Chief Paul Groeneveld, Chief Building Official Bill Knifton, Public Works
Superintendent Bob Bartlett and Drainage Superintendent Dwayne Daniel were in
attendance to present their respective reports.

4. DELEGATIONS
(a) 7:05 p.m.—Ryan Cox, OPP Detachment Commander and Kathleen Schaper, PSB.
were in attendance regarding the 2006 year end report and OPP budget. Item 9.1(c)
(b) 7:30 p.m.—Laverne Kirkness and Barry Wade of Kirkness Consulting and Barry
Wade Design, respectively, made a presentation regarding a proposal for the Holy Cross
Estate property. Item 6.1(a)
(c) 8:00 p.m. - Lee Locker,joint cemetery board representative was in attendance regarding
interest calculation and payment. He suggested Council consider budgeting annually
toward the costs being incurred by the individual boards for grass cutting and
maintenance.
(d) 8:15 p.m.—Ian Almond and Jim Wil2ar,representing the Kiosk Committee were in
attendance regarding the proposed Wind Farm Interpretive Centre. It was noted that
donations of$12,500 have been committed and requested Council to consider financial
support to develop the site in the upcoming budget discussions. (Item 8.1(d))

"THAT the Council of The Corporation of the Municipality of Bayham accepts in
principle the proposal submitted by The Corporation of the Town of Tillsonburg
Fire Chief for Dispatch Services at an annual rate of$2.35 (adjusted annually in
accordance with the Consumer Price Index)plus 6% (GST) per person residing
within the municipal boundary using the 2001 Statistics Canada Census, or 2006
Statistics Canada Census if published prior to the execution of the agreement,for a
five year term with an option to renew;
THAT Council agrees that legal expenses for review of the service agreement and
the cost of linking the existing municipal fire communications infrastructure to the
new dispatch centre,including any new equipment, be divided equally between the
participating municipalities with the understanding that actual equipment pricing
will be presented to each participating municipal Council for acceptance prior to
purchase;
AND FURTHER THAT Council agrees to accept costs to acquire existing
equipment from the City of St. Thomas upon entering into a service agreement with
The Corporation of the Town of Tillsonburg."
