The Council of the Municipality of Bayham met at 6:00 p.m. on Thursday, May 15, 2008
in the Committee Room. Present were Mayor Lynn Acre, Councillors Mark Taylor,
Wayne Casier and Ed Ketchabaw, Administrator Kyle Kruger and Planning Co-
ordinator/Deputy Clerk Margaret Underhill. Also present was the Municipal Planning
Consultant, Derek Dudek of IBI Group.

1. CALL TO ORDER Mayor Acre called the meeting to order at 6:00 p.m.

1. Official Plan Review Discussions
K. Kruger briefly advised of the purpose of the meeting to discuss the prepared discussion
papers for the five-year review. Derek Dudek of IBI group was introduced to present
Discussion Papers#1 Documents Review, #2 Growth Study, #3 Other Policy Issues,
Vienna Floodway-Special Policy Area and Chateau Wyndemere-MMAH One Window
Comments/Next Steps.
Derek Dudek began the discussion with the brief review of Discussion Paper#1 pointing
out the mandatory changes as per Bill 51 and the 2005 PPS. He briefly explained each
section in the document mentioning the consideration for the Vienna Special Policy Area.
He explained that it would be quite costly and extremely onerous to establish such an area.
He suggested that this issue be considered separately from the 5-year Review at a later date
if Council wishes to pursue it.
D. Dudek continued with Discussion Paper#2 Growth Study and briefly explained how the
information was gathered and what was included in the Study. Concerns regarding the soil
classifications and questions as to the difference between specialty crop and prime
agricultural lands were discussed at length. Council expressed an interest in having the
planner contact OMAFRA to ensure that the most up-to-date soil classification mapping
was being used for Bayham.

D. Roe spoke to the topic of soil classifications and stated he was initiating discussions
with OMAFRA in this regard.
D. Dudek continued with the Growth Study review up to and including Page 11.
As per Council's direction, D. Dudek will forward Discussion Paper#1- Documents
Review to the Ministry of Municipal Affairs and Housing for preliminary comments and
feedback.
4. ADJOURNMENT
Next Meeting: May 26 at 7:00 p.m., Committee Room,Municipal Office
The meeting was adjourned at 6:52 p.m.
