The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
March 6, 2008 in Council Chambers. Present were Mayor Lynn Acre, Deputy Mayor
Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and Ed Ketchabaw,
Administrator Kyle Kruger and Clerk Lynda Millard.

4. DELEGATIONS
7:05 p.m. —Andrew Paterson,Manager, Communications, Rural Mail Safety review,
Canada Post was in attendance regarding the review of rural mailbox placement.
(Item 9.1(d)
Mr. Paterson noted that Canada Post, as any other employer, is obligated to investigate
health and safety complaints and implement solutions as warranted. He advised that
traffic speed, increased volume, narrow or no shoulder roads and insufficient sight lines
all contribute to such concerns.
He noted that there are no safety criteria for rural mailboxes, adding that there are
845,000 rural boxes to be tested over the next two years. Utilizing the key parameters of
the Traffic Safety Assessment Tool—legal restrictions, number of lanes, shoulder width,
traffic volume and sight distance (time gap related to speed), each box will be assessed.
Canada Post will work with customers to implement solutions for owners of boxes that do
not meet the necessary safety criteria. Customers may have the options of relocation,
clustering, community mailboxes or utilizing a postal box. He assured Council that
Canada Post will work with municipalities to implement solutions when hazards are
identified maintaining local mail delivery through moved or clustered boxes, or as a last
resort, centralized for delivery through community mail boxes, group mail boxes or
delivery to the local post office.
Mr. Paterson answered questions and thanked Council for the opportunity to meet and
discuss these concerns.
7:30 p.m. -Nathan Dawley,Auxilliary Coast Guard was in attendance regarding
Auxilliary Coast Guard Response Criteria.

Mr. Dawley advised that he is now an official volunteer Coast Guard owner/operator and
currently training for operating in the dark without instruments. He added that he hopes
to have vessel rescue between Port Bruce and Long Point back in operation by June 2008.
Councilor Taylor questioned whether the coast guard responds to incidents on the rock
pier.
Mr. Dawley responded that he is unable to get within 20 feet with a boat and is not
permitted to physically enter the water.
Rescue, support,training, equipment requirements and costs were discussed.
8:00 p.m.—Jan Collins,representing the Vienna Library group was in attendance
regarding the library building.
Ms. Collins thanked Council for permission to tour the library building. She noted that
the group was very disappointed that the Ontario Trillium Foundation was unable to
support the proposed repairs. She questioned what vision Council has for the Library
service.
It was confirmed that Council was committed to maintaining library services in Vienna.
Discussion followed regarding possible repairs and the estimated costs to meet the
Ontario Building Code standards for public assembly,which includes the expertise of an
Engineer. It was suggested that the freeze/thaw cycles and poor drainage are the main
causes of the foundation deterioration. It was suggested that an experienced contractor,
knowledgeable in the Building Code may be able to provide a more realistic quote.
In addition to library services, suggestions for use included extended hours as a meeting
place, classes, art, music, antique shop and/or thrift store.
It was questioned if the group were to form a `Friends of' d maintain the building
whether the County would lease from them.
It was suggested that the exterior lighting needs to be improved. Volunteers indicated an
interest in making minor improvements. It was confirmed that Council has allocated no
funds for capital works in the budget,however, the group was encouraged to contact staff
with a plan of in kind volunteer work they desire to do.

Mayor Acre noted that County Council had met with Steve Peters, MPP in regard to
this type of planning issues. She added that local Official Plan amendment
applications cannot be completed locally as Elgin lower tier municipalities do not
report to the County, nor does the County have an Official Plan or planning
department.
The Administrator added that IBI Group, the municipal planning consultants, is
currently looking into this as part of the Bayham 5 year Official Plan review. Staff
are currently awaiting a second draft to provide comments on.
