The initial 2008 budget meeting of the Council of the Municipality of Bayham was held in the
Committee Room. Present were Mayor Lynn Acre, Deputy Mayor Cliff Evanitski, Councillors
Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger, Clerk Lynda Millard,Treasurer
Suzanna Mantel. Councillor Mark Taylor arrived at approximately 6:15 p.m.
Planning Coordinator Margaret Underhill, Fire Chief/Emergency Management/By-Law
Enforcement Officer Paul Groeneveld and Acting Public Works Superintendent Ed Bradfield
were in attendance to present their respective departmental operating and capital budgets.
1. CALL TO ORDER Mayor Acre called the meeting to order at 6:00 p.m

3. 2008 DRAFT BUDGET

Planning Coordinator Margaret Underhill, Fire Chief Paul Groeneveld and Acting Public
Works Superintendent Ed Bradfield were in attendance to present their respective
operating and capital budget details regarding Planning, By-law Enforcement, Fire
Protection and Roads and Winter Control.
Supplemental handouts were circulated by staff as appropriate.
The Treasurer briefly explained that, as a result of changes to legislated reporting
requirements a new format is being used. This includes the identification of tangible and
intangible capital assets and a cash requirements listing.
Minor updates/corrections to the original document were noted.
Mayor Acre advised that while the County rate is currently at an increase level of 5.71%
the focus is shifting from bridge to road construction. Application is being made for
funding to resurface Calton Line from Richmond Road to Plank Road under the
Municipal Infrastructure Investment Initiative program.

The Mayor indicated that work on the Black Bridge is to be undertaken in 2008, Plank
Road resurfaced through Vienna in 2012 and Calton Line from Plank to Norfolk at a later
date. She added that when matters pertaining to slope slip/shift are identified immediate
attention is given.
The Administrator advised that budget dollars have been provided to utilize web based
access for delivery of civic services including electronic meeting agendas,minutes,
tracking and follow-up to Council, staff and the public. The service is run off-site,
requires no software,upgrades or special equipment. The year one cost totals $9000, and
thereafter the annual license fee of$4000 per year. The draft budget also includes
acquisition of laptops for Council members.
It was indicated that there would be limited staff cost reductions,however,paper and
printing savings would result once fully utilized.
Council requested that a demonstration be arranged with iCompasss for the next budget
meeting on January 29th.
The Treasurer proposed changes to parks, beach and green spaces maintenance services
to permit more focus on local roads by permanent Public Works staff.
The Administrator presented the Business and Commerce and the Tourism and
Community Marketing Committee budgets.
It was noted that kiosk staffing and lighting,new picnic tables,improved flower beds and
purchase of playground equipment are areas for consideration.
As the façade loan program has not been utilized for 2 years it was suggested perhaps a
grant program could be considered instead.

fmally passed."
