THE CORPORATION OF THE MUNICIPALITY OF BAYHAM

The regular meeting of the Council of the Municipality of Bayham was held on Thursday,May 7,
2009 in the Council Chambers. Present were Mayor Lynn Acre,Deputy Mayor Cliff Evanitski,
Councillors Mark Taylor,Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger and Clerk
Lynda Millard. Deputy Mayor Evanitski left the meeting at 11:00 p.m.
Chief Building Official/Drainage Superintendent Bill Knifton,Public Works Manager Gerry
LeMay,Fire Chief/By-Law Enforcement Officer Paul Groeneveld and Treasurer Suzanna
Dieleman Mantel were in attendance to present their respective reports.

Mayor Acre called the meeting to order at 7 p.m.

4. DELEGATIONS
(a) 7:05 p.m. - Wanda Hoshal regarding Estherville Cemetery
Wanda Hoshal questioned whether staff had heard from the Cemeteries Regulations
regarding attendance at the Estherville Cemetery.
Administrator Kruger noted that he had been verbally informed that no one will be
attending at Bayham as requested.He added that they are not satisfied there is
sufficient information to continue as the file is closed.
Mrs.Hoshal questioned what Council's plan is should vegetable processing begin at

the Csinos site without a zone change.Mayor Acre commented that enforcement
would proceed.
Further discussion followed.
In response to questions,the Administrator advised there is a minimum 20 day
period from the receipt of a complete rezoning application for notice of a public
meeting being published/circulated to abutting property owners to the holding of a
public meeting.He confirmed that once the public meeting is held and a decision
made,the public may appeal the decision to the Ontario Municipal Board.
(b) 7:15 p.m. - Fran Southwick on behalf of Concerned Citizens of Vienna
Item 8(j)
Mrs. Southwick noted that several members of the"concerned citizens of Vienna"
group were unaware of the steps proposed regarding the Vienna Library and the
information presented by Jan Collins at the previous Council meeting. She
questioned what is going on.
Council suggested that the Vienna concerned citizens,skate park and Library
groups sort out their communication issues.Once consensus is established and
representation confirmed, Council will appoint their representatives to meet for
discussion on the library status.
(c) 7:25 p.m.- Mary Taylor regarding land title problem
Item 8(k)
Ms. Taylor again raised land titles,registry office registration, surveys,signage and
road allowance inconsistency issues relative to her property and others abutting or
nearby in Vienna.
(d) 7:40 p.m. - Lee Kent representing the Port Burwell and Vienna Masonic lodges
regarding Ch.I.P.program
Mr. Lee Kent provided an overview of the Child Identification Program(Ch.I.P)
through which the digital fingerprinting ID software system can assist in recovery
and identification of children gone missing.
The Ontario Masons will be on hand August 29,2009 at Watermelon Fest to
further the safety of area children through this program.
The MASONCh.I.p program consists of five major components—digital
photographs,digital video,digital fingerprints,vital child information and a dental
bite impression or Intra Oral Swab for DNA. The information is burned onto a CD
that is compatible with Amber Alert. Combined,this process provides a time-
sensitive recovery tool for authorities.
Parents are urged to gather pertinent information about their child prior to the event
such as,emergency contact name,address and phone numbers,distinguishing
marks or scars,allergies,medications,parents' work, cell and other phone
numbers,and the child's height and weight. Security and privacy are maintained. All
information and specimens are collected on site,processed and provided to the
parent or guardian in an envelope.After each child is processed,the data is deleted
and erased from the computer using state-of-the-art software. The only item
retained by MASONICh.I.P Ontatio is the signed permission slip. The program is

offered by the Masonic brethren of Ontario and their volunteers,to our communities
free of charge.
Council was requested to waive the fee for use of the upper hall at the Bayham
Community Centre on August 29th during Watermelon Fest.

Occasion Permit Application,and also subject to:
• the applicable municipal building permit,sign and/or tent

Bayham, except for a tent;
• providing the municipality with proof of certification for the
pyrotechnician who will be responsible for the fireworks;
• providing the municipality with proof of liability insurance to
cover all events including naming the municipality as an
additional insured;
• obtaining the necessary approvals from the Ontario Provincial
Police and the Bayham Fire Chief,as per completion of the
Municipal Event Notice;
THAT all other terms and conditions of the municipal rental agreement
remain in effect;
THAT the clean up of the east beach area and any costs thereof,be the
responsibility of the organizers;
THAT arrangements be made with the Manager of Public Works to provide
staff assistance for installation of fence and stage assembly and removal;
THAT the Manager of Public Works makes the necessary arrangements
for traffic control and safety;
THAT the Municipality of Bayham recognizes this event as a Community
Festival;
AND THAT the request for exemption from the Noise Control By-Law
2001-57 from 11:00 a.m.until 1:00 a.m.on July 31,August 1,2 and 3,2009
be considered upon notification by the group that the ad has been placed in
the local newspaper as required."

(g) Staff Report C2009-007 regarding Survey Map Restoration.

Vane Chute,former Township Reeve and donor of the map,and Mary Gladwin,
Archivist,County of Oxford were in attendance.
Mr. Chute provided a brief history of the survey map and encouraged Council to
support the restoration.It was suggested that,after restoration,consideration be
given in having the map copied and offered for sale.
Ms. Gladwin noted that the map was in relatively good condition for one of its
age. She added that the map could easily be scanned and reproductions sold to the
public.
It was suggested and agreed by Council that a reproduction be provided to Mr.
Chute when completed.

"WHEREAS the Rural Ontario Municipal Association(ROMA)is on the
leading edge of the municipal environment resulting in the need to be
innovative and proactive requiring new ideas and a fresh outlook;
AND WHEREAS the municipal representatives on the ROMA Board of
Directors are volunteers who have limited time to devote to the ever
changing issues facing municipalities;
AND WHEREAS the four year term of Council provides little opportunity
for interested council members to run for membership on the ROMA Board
of Directors due to demands in their home municipality;

THEREFORE be it resolved that the term for members on the ROMA
Board of Directors be changed to 2 years commencing with the term
following the 2010 municipal elections;
