HomeMy WebLinkAboutMarch 03, 2010 - Special Council COUNCIL BUDGET MEETING MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville Wednesday,March 3, 2010 6:40 p.m. Council Chambers The initial 2010 budget meeting of the Council of the Municipality of Bayham was held on Wednesday,March 3, 2010 in the Council Chambers. Present were Deputy Mayor Cliff Evanitski,Councillors Mark Taylor,Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger and Clerk Lynda Millard. Mayor Acre arrived at approximately 7:20 p.m. Department Heads in attendance to present their respective budgets were Chief Building Official/ Drainage Superintendent Bill Knifton,Planning Coordinator/Deputy Clerk Margaret Underhill, Water/Wastewater Superintendent Ed Roloson and Manager Public Works Gerry LeMay. 1. CALL TO ORDER Deputy Mayor Evanitski called the meeting to order at 6:40 p.m. 2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. 3. 2010 DRAFT BUDGET (a) Draft Budget document reports were previously circulated. The Administrator provided an overview of the Operating Budget Report F2009-47 and the Capital Budget Report F2009-42,which had been previously circulated.He noted there had been several changes affecting the budget since the reports had been prepared. It was noted that 2009 year end actuals have not been finalized. Bill Knifton,CBO,noted that building permits are down in number and acknowledged that Bayham permit fees are comparatively low. It was agreed that cost recovery is in place for many services and that a building department fee review be undertaken in 2010. Margaret Underhill,Planning Coordinator noted that Bayham is experiencing a decline in zoning revenue while expenditures remain constant. She noted that planning fees are higher than Malahide,however there is room to move them up a little. She added that the Zoning by-law review can be delayed however the Official Plan changes awaiting Ministry approval would be reflected sooner should the process proceed in 2010. Ed Roloson,Water/Wastewater Superintendent noted that due to the recent capital upgrades to the water system there should be a drop in maintenance costs,water Page 1 of 3 Council Budget Meeting Minutes March 3,2010 usage and a corresponding reduction in lab fees. He added that costs for the Richmond water system would be separately accounted for,on a cost recovery basis,and incorporated into the budget. He suggested there is potential for the septage receiving facility to generate significant revenues once it is fully operational.A new/used vehicle will result in reduced maintenance costs. He requested the addition of a pump rebuild for the Vienna station of$37,000 and paving of the parking lot estimated at$6,000. Gerry LeMay,Manager Public Works noted measures contributing to reduced equipment maintenance and energy costs as well as liability mitigation through anti- icing practices.He added that a fuel tendering process and new technology would be implemented to help reduce ongoing road maintenance costs.He identified a one-ton pickup,a rotary mower,tar and chip resurfacing,sidewalk repairs, shoulder grading,tree cutting,catch basins,culverts and gravel and asphalt projects as priorities. The Straffordville and Vienna Community Centres and the museums budgets were presented by the Clerk. Administrator Kruger presented the remainder of the operating and capital budgets.It was noted that the overall insurance cost reduction amounted to about $4,000.He suggested the 2009 audit costs may be increased due to increased yearend workload.He added that budget document updates and legislated changes would be incorporated once year end figures had been confirmed. It was agreed that a review and cost recovery efforts for rates and fees be considered in 2010 as appropriate. 4. BY-LAW (a) By-law 2010-015 A By-law to confirm all actions of Council 2010-073 Moved by Councillor M Taylor Seconded by Councillor E Ketchabaw "THAT confirming By-law 2010-015 be read a first,second and third time and finally passed."
