Present were Mayor Paul Ens, Deputy Mayor Mark Taylor, Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger and Clerk Lynda Millard. Public Works Manager Gerry LeMay and Fire Chief/By-Law Enforcement Officer Gord Roesch were in attendance to present their respective reports. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None. 3. CARRIED UNANIMOUSLY 2011-457 Moved by Councillor T Southwick Seconded by Deputy Mayor M Taylor "WHEREAS research has shown conclusively that Southwestern Ontario is a definable regional economy very different from other regions of the province,with its own unique set of opportunities and challenges; WHEREAS the Southwestern Ontario region is undergoing extensive economic transformation with some very positive results; WHEREAS high unemployment persists,with future losses in traditional manufacturing threatening to cancel out the benefits of employment gains in new growth sectors over the short and medium term; WHEREAS provincial investments in infrastructure renewal and economic development have been important in other regions of the province such as Eastern Ontario and Northern Ontario; BE IT RESOLVED: THAT the Municipality of Bayham supports the recommendation of the Southwest Economic Alliance(SWEA) calling on the provincial government to introduce a multi-year Southwestern Ontario Development Fund in the first budget of the new legislative session; THAT the primary aim of the program is to build decision making and operational capacity at the grassroots level,to encourage partnerships between all sectors of the economy in Southwestern Ontario; THAT the program aim to support the creation, expansion and operation of agencies which represent two or more municipal economic development agencies working in partnership with academe,the private sector and social enterprise, which lead to Foreign Direct Investment(FDI) attraction and business recruitment and expansion." CARRIED UNANIMOUSLY (b) Staff Report P2011-020 regarding "Station#1 (Port Burwell)Replacement". File: P16 The Fire Chief advised that the real estate appraiser had recommended that the old fire station property in Port Burwell be sold as is rather than make any repairs. The Fire Chief outlined pricing for equipment required outside of the tender price. The Port Burwell Firefighters Association is willing to donate$5,000 towards the SCBA fill station system. The proposed building would have drive through doors, take about 24 weeks to construct and should last for 50—70 years. The facility will be hooked into the sewer system, a 40 foot concrete pad placed at the front of the building, and the remaining access area graveled. Reducing the size of the facility would save$30,000, however,may not accommodate future training and vehicle needs. It was suggested that the construction include in-floor heating and the fill station and compressor be deferred until later. The property is to be rezoned prior to ground breaking. 2011-462 Moved by Councillor E Ketchabaw Seconded by Deputy Mayor M Taylor "THAT the Municipality of Bayham award the Bayham Fire Station#1 -Port Burwell replacement tender to Reid and DeLeye for the work as outlined in the tender documents submitted and furthermore that the scope of work and interior finishings include the recommendations as outlined in Option 1 of Schedule A attached to Staff Report P2011-020, excluding the compressor and fill station, including in floor heat; AND THAT Council direct staff not to repair the current Station#1." The Administrator circulated a handout provided by Peter Penner, Engineer, CJDL who was present to explain options discussed with the contractor to help reduce costs. Opportunities for savings included using asphalt for the centre part of the surface rather than all concrete and/or reducing the depth of surface concrete from 5.5 to 5.0 inches thick. Removal of the bollards on the east side and placement of electrical conduit was discussed. 2011-467 Moved by Councillor T Southwick Seconded by Deputy Mayor M Taylor "THAT the Municipality accept the tender for pier repairs from East Elgin Concrete submitted September 20, 2011, revised as per the correspondence from CJDL dated October 5, 2011, and with the addition of electrical conduits." File: A16 The Administrator confirmed that the County has approximately$6,500 left in reserves for placement of trees in Bayham.
