HomeMy WebLinkAboutSeptember 29, 2011 - Special Council COUNCIL SPECIAL MEETING MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM Corinth Community of Christ Church 54246 Eden Line Thursday, September 29,2011 7:00 PM The special meeting of Council of the Municipality of Bayham was held on Thursday, September 29,2011 at the Corinth Community of Christ Church. Present were Mayor Paul Ens, Deputy Mayor Mark Taylor, Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Approximately 11 members of the public were in attendance regarding the Corinth Park. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. Mayor Ens welcomed those present and thanked them for coming. 2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. 3. ADMINISTRATION (a) Discussion regarding Railway Section House shed. Administrator Kruger explained that the Railway Section shed had been donated to the Municipality by the Bayham Historical Society who had made some minor repairs and replaced the roof. Recently the building was vandalized and concerns had been voiced regarding its safety. Mayor Ens read correspondence from Ken Nesbitt which suggested the shed be removed, a recreation board to deal with parks issues be established by the Municipality and that a"No motorized vehicles" sign be installed. Mr.Nesbitt noted that he is in support of the building of a new pavilion. Mayor Ens read a letter submitted by Cheryl Peters. She noted that as Secretary for the BHS she supported the placement of the shed at the park. She added that she and other local volunteers are willing to pitch in to fix it up if permitted by the Municipality. She asked that the local children be given the opportunity to change their ice skates there this winter. Wendy Chilcott noted that she is not against having the shed, however,the corners are sagging,windows broken and the building appears unsafe. It is high off the ground and the access needs to be improved. She suggested a side door be added and plexiglass placed for the windows. She was also concerned about the chemical smell, especially strong in hot weather. She questioned and was advised that the responsibility for liability insurance coverage lies with the Municipality. Page 1 of 3 Council Special Meeting Minutes September 29,2011 Jeff Mike informed Council that a local volunteer plows the snow and brings in his generator for lights so that kids and adults can use the pond for skating in the winter. It would take local volunteers only a weekend to make repairs to the shed and install benches. Marcia Chilcott suggested that the door be eliminated and a step built to help getting in and out. She added that coat hooks should not be used as they create a safety issue. Ray Bosma stated that the shed is a worthwhile addition to the park. There needs to be communication between the volunteers and the Municipality and authority given to make repairs. He suggested a committee be established and a contact appointed to liase with the Municipality. The information provided and options available were discussed. It was agreed that the volunteers would form a committee and Ray Bosma agreed to act as a contact with Municipal staff who will oversee the project. A list of volunteers, youth and adult are to be provided to the Municipality. Materials for repairs will be supplied by the Municipality. 2011-451 Moved by Councillor E Ketchabaw Seconded by Deputy Mayor M Taylor "THAT Council authorize the Corinth volunteer group to undertake work for the park shed; AND THAT the work be supervised by municipal staff." CARRIED UNANIMOUSLY (b) Update status of Pavilion Fundraising efforts. Wendy Chilcott provided a copy of the Engineer's blueprints for the proposed 16' x 24' pavilion to be placed in the northeast corner of the park, straight back from the ball diamond. Hydro installation is not being considered due to cost. The approximate cost is$10,000. Funds raised to date are$1,246. Ms. Chilcott noted that three local people are willing to donate toward the cost. Council committed$2,000 in the 2011 budget and will match monies raised. It was noted that the foot path to the park through the ditch needs some work as it is very slippery when wet. Municipal staff is to look at making improvements. Ray Bosma suggested that a masterplan be developed for the park. Page 2 of 3 Council Special Meeting Minutes September 29, 2011 (c) Correspondence dated September 28, 2011 from Cyril J. Demeyere Limited regarding "Port Burwell East Pier Repairs". File: F03 The Administrator advised that the lowest reasonable construction cost of$318,420 is considerably over the budgeted amount of$252,000 and does not include engineer costs. He added that there is no advantage to delay the project to spring. Should the project proceed, it was recommended that the difference be financed over a 2 to 3 year term rather than use capital reserves for the shortfall. Delay in commencement of the work may limit the ability to complete this fall. The option to utilize lower cost asphalt for the overlay rather than concrete and any disadvantages were discussed. Staff was requested to seek details of disadvantages and costs related to using asphalt. 4. BY-LAW (a) By-Law 2011-082 A By-Law to confirm all actions of Council, 2011-452 Moved by Councillor E Ketchabaw Seconded by Councillor W Casier "THAT confirming By-law 2011-082 be read a first,second and third time and finally passed." CARRIED UNANIMOUSLY 5.
