The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
August 4,2011 in the Council Chambers. Present were Mayor Paul Ens,Deputy Mayor Mark
Taylor,Councillors Tom Southwick,Wayne Casier and Ed Ketchabaw,Administrator Kyle
Kruger and Clerk Lynda Millard.
Planning Coordinator/Deputy Clerk Margaret Underhill, Water Wastewater Superintendent Ed
Roloson and Treasurer Denis Duguay were in attendance to present their respective reports.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
(a) Recognition of Straffordville Lioness Volunteers.
Mayor Ens welcomed everyone and especially members of the recently disbanded Straffordville
Lioness Club. He provided a brief listing of accomplishments over the past 31 years since
receiving their charter in 1980.He thanked Jackie Declercq who was instrumental in bringing
and keeping the Club together.The Lioness have contributed to many projects in the Bayham
community,medical needs and support in Tillsonburg, St.Thomas,London and beyond over the
past 31 years. Mayor Ens presented a certificate of appreciation to Leona Doucet,President,and
commended the ladies for all their volunteer efforts.
Diane DeBlaire,representing the Straffordville Community Committee,acknowledged and
thanked the Lioness members for their contributions to Watermelon Fest and the community
park.
Lioness present included President Leona Doucet,Jackie Declercq,Lil Mueller,Rose Stoyles,
Gab Cattrysse,Donna Nevill and Shirley Biro. Unable to attend were Marilyn Wiggans,Theresa
Wells and Mildred Fisher.
Attendees were invited to share in best wishes,coffee,tea and cake to celebrate.

Deputy Mayor Taylor voiced his concern regarding inaccuracies contained in the
AGM report,item 9(c) in the minutes and requested a recorded vote.

4. DELEGATIONS
(a) 7:30 p.m. -Mary Craig regarding"AGM Survey Report".
Ms. Craig raised concerns that in the AGM survey report she is inaccurately identified as
representing the Estherville pilgrims. Her concerns were reaffirmed as being the location and
mapping of County Road 19(Plank Road)not only at Estherville but also for various properties
in Vienna. The accuracy of properties registered in Land Titles at the Registry Office was
questioned and changes to Municipal maps suggested.
Following considerable discussion staff was directed to request that the reference of individuals
"representing the Pilgrims of Estherville"be removed from the AGM survey report. Staff was
also directed to request that the AGM and Meyer reports be amended to reflect that the
archaeological assessment did not pre-date the building permit issued for the Csinos' barn.
