Present were Mayor Paul Ens,Deputy Mayor Mark Taylor, Councillors Tom Southwick,Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger and Clerk Lynda Millard. Planning Coordinator/Deputy Clerk Margaret Underhill was in attendance to present her report. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST& THE GENERAL NATURE THEREOF None. 3. APPROVAL OF MINUTES AND ADDITION OF AGENDA ITEMS (a) Minutes of the Budget Meeting of Council held April 28,2011. 2011-224 Moved by Councillor E Ketchabaw Seconded by Councillor W Casier "THAT the minutes of the budget meeting held April 28,2011 be approved as circulated." CARRIED UNANIMOUSLY 4. DELEGATIONS (a) 7:05 p.m. -Paul Vyse of Otter Valley/Port Burwell Optimist Club regarding "Tub Daze". Paul Vyse advised that due to the difficulty experienced in obtaining a special occasion permit, the Optimist Club has decided not to serve alcohol at Tub Daze this year. He noted they would be serving food and soft drinks and selling souvenirs this year. In response to his inquiry,the Administrator advised that the extension of the group's liability insurance would be required to cover the event. (b) 7:15 p.m. -Jan Collins of Vienna Citizens Group regarding "Saving the Vienna Town Hall and Vienna Park". File: C13 Jan Collins noted that the Ontario Trillium Foundation had declined to approve the recent application to save the historic Vienna Library, as per agenda information item 5(1). She added that Council support was required to try again. The next deadlines are July 1st and November 1st. She suggested business and public support would be sought through donated services as well as cash donations. Page 2 of 7 Council Minutes May 19, 2011 In regard to park beautification Ms. Collins noted that there is no signage to discourage people from driving and parking on the grass near the skate park. She requested support for placement of five hanging flower baskets a little bigger than those purchased in 2010 estimated at about$25 each. Ms. Collins was advised that the 2011 budget is not yet finalized and that staff would be preparing a report on surplus buildings for Council's consideration. In response to the request to place wheel rims for bum barrels, Ms. Collins was advised that the Long Point Conservation Authority would need to approve any alterations along the creek bank and that outdoor burning is not permitted except for cooking. 5. File: S09 2011-232 Moved by Councillor E Ketchabaw Seconded by Councillor T Southwick "THAT the Council of the Municipality of Bayham approves the request to expand the St.Luke's Cemetery, located at 6516 Plank Road,south of Light Line, by approximately 2 acres, being a portion of Part 1 of RP 11 R 8386." CARRIED UNANIMOUSLY (c) Discussion regarding "Racoon Control". Councillor Southwick raised concerns over the recent number of calls and associated policing costs for dealing with problem raccoons in urban areas. He suggested that the Port Burwell by-law restricting firearms be repealed and that volunteer local licensed gun owners could be solicited to dispatch unhealthy raccoons at no cost. Staff was requested to look into options and report back to Council. (d) Request to use the municipal sign regarding "Corinth Yard Sale and BBQ". On behalf of the Corinth volunteer fundraising group, Councillor Ketchabaw suggested Council permit use of the municipal sign to advertise a Yard Sale and BBQ.
