The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
November 1, 2012 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor
Mark Taylor, Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw, Administrator
Kyle Kruger and Clerk Lynda Millard.
Public Works Manager Vance Czerwinski, Fire Chief/By-Law Enforcement Officer Gord
Roesch and Water Wastewater Superintendent Ed Roloson were in attendance to present their
respective reports.

Mayor Ens called the meeting to order at 7:00 p.m.

3. APPROVAL OF MINUTES AND ADDITION OF AGENDA ITEMS

4. DELEGATIONS, STATEMENTS AND UPDATES

2. STATEMENTS BY COUNCIL
Councillor Ketchabaw advised that on Saturday October 27th he attended the opening of the
Otter Valley Railroad's new store specializing in model railroads. The mail order and internet
business on James Line, is owned by Roger and Cheryl James. He added that this small
company has connections as far reaching as China, Taiwan and Peru.
Mr. Ketchabaw also noted that agriculture in Bayham is quite unique in that 50 acre
properties can be viable. He suggested that planning documents be reviewed to ensure they
do not encumber local fruit and vegetable growers,who are dependent on seasonal off-shore
workers, when it comes to providing adequate housing.
Councillor Casier commented that he had also attended the Otter Valley Railroad opening
and that it is quite impressive.
Councillor Southwick advised that he attended the information meeting for the Ojibwa
arrival and is confident that the event management plan is appropriate and that members of
the team are competent to carry out their respective roles for a safe arrival.
Mayor Ens announced the receipt of a cheque on October 19th from the City of London, in
the amount of$2,314, as a reimbursement for Bayham recyclable materials delivered to their
Recovery Facility. He encouraged residents to keep up their proper recycling efforts.
The Mayor also noted that he has started to grow a mustache in regard to Movember. (For
those who don't know, Movember is the month formerly known as November, where men
and women across the globe join together to raise awareness and funds for men's health
issues. Men grow a Mo(moustache) for 30 days to become walking,talking billboards, for
our men's health causes - specifically prostate cancer and male mental health initiatives.)
3. UPDATES ON PROJECTS
(a) Richmond Community Water System
The Administrator advised that land acquisition for the project is proceeding and will be
discussed further in the closed session.
(b) Acquisition/disposition of land-Port Burwell Harbour
The Administrator noted that the Environmental Site Assessment is proceeding throughout
November and December.

Items 5(a) and(b) were referenced and other members of the public were encouraged to let
Council members know their preferences in regard to filling a Council vacancy.
It was requested that Council support item 5(e).

Reference was given to item 5(d) and its reference to a recent local newspaper article regarding
the Municipal Property Assessment Corporation assessment increases for agricultural land
beginning in 2013 and the impact this may have on local farmland property taxes.

8. PROPERTY,BUILDING& PROTECTIVE SERVICES
(a) Staff Report P2012-024 regarding Dogs on the Beach.

Gord Roesch, By-law Enforcement Officer suggested that, if Council decided to make changes,
they be kept simple.
Council discussed potential changes to the by-law, including should:
• dogs be allowed on the beach during restricted hours?
• restricted hours be different in summer than winter?
• dogs be allowed off-leash?
dogs be allowed in the water, if so, on or off-leash?
There was consensus that dogs be permitted on the beach only on-leash, during the summer from
8:00 p.m.—8:00 a.m., and at anytime during the winter months.
