Present were Mayor Paul Ens,Deputy Mayor Mark Taylor, Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger and Clerk Lynda Millard. Treasurer David Aristone, Planning Coordinator/Deputy Clerk Margaret Underhill, Chief Building Official/Drainage Superintendent Bill Knifton and Water Wastewater Superintendent Ed Roloson were in attendance to present their respective reports. 1. (b) Acquisition/disposition of land-Port Burwell Harbour The Administrator advised that Small Craft Harbours has retained a contractor who is proceeding with Phase I and II of an Environmental Site Assessment. 5. INFORMATION ITEMS (a) Notice that leaf and yard waste 4-week period pickup will begin in urban areas on October 29, 2012. 2013 Garbage Tags pickup will begin November 5th at the Municipal office, other locations on specified dates. CARRIED UNANIMOUSLY (b) Financial Report for the period ending September 30, 2012. File: F05 The Treasurer explained that the current year to date in the budget column equals 75% of the annual budget. He highlighted that taxation revenue is 100% of the levy amount but supplementary tax billings or write-offs are not yet available. He also noted some expenditure items, such as insurance are fully expended early in the year. Mr. Aristone noted that, as the OPP costs are estimated to be$63,000 under budget,there may be no need to draw from the policing reserve. He added that the revenues for the building department have already surpassed the budgeted amounts and that Richmond Community Water expenditures look to be under budget. Expenditures budgeted under General Assistance appear under Parks and Recreation and Festivals under Tourism, and are within the overall total budget. Page 7 of 13 Council Minutes October 18, 2012 There are final quarterly allocations for the County and School Boards and capital expenditures still outstanding. Overall he has no concerns with the 2012 actual expenditures or revenues at this time. 2012-509 Moved by Deputy Mayor M Taylor Seconded by Councillor W Casier "THAT the financial report for the period ending September 30,2012 be received for information." File: F 1 l 2012-510 Moved by Councillor W Casier Seconded by Deputy Mayor M Taylor "THAT the Treasurer be authorized to sign the required declaration on the completed Expression of Interest for the Municipal Infrastructure Investment Initiative Funding for Asset Management." CARRIED UNANIMOUSLY (d) Correspondence received October 12, 2012 from Fran Southwick, Chairperson,Vienna Citizens'Group requesting additional time be given to raise funds for the Vienna old town hall. Activities and financial report is included. A petition to "Save a Land Mark" containing 316 signatures has also been submitted. Ms. Southwick was in attendance to answer any questions from Council. File: C13/M04 The Administrator noted that the hall incurs ongoing hydro costs including heating over the winter and there are funds budgeted in reserves for demolition. Deadlines for grant submissions to the Ontario Trillium Foundation are November and March 1st. Discussion included engineering reports and information required for a successful funding application, fundraising efforts to date, ownership of the property, seeking assistance from the Elgin Business Resource Centre for development of a business plan for the group. Ms. Southwick confirmed the Group will continue to fundraise, however, there is no likelihood of proceeding without grant support. 2012-511 Moved by Councillor E Ketchabaw Seconded by Councillor T Southwick "THAT correspondence from Fran Southwick,Chairperson,Vienna Citizens' Group be received for information; Page 8 of 13 Council Minutes October 18, 2012 AND THAT the Group be requested to report back on their status by May 31st, 2013." CARRIED UNANIMOUSLY (0 Staff Report PW2012-11 regarding the County Road Maintenance Agreement/Funding. File: L04 The Administrator reviewed his report with Council. He noted that current reimbursement for County road maintenance costs incurred by the Municipality leaves Bayham in a deficit position. Best practices incorporated into the new agreement,however, go beyond what is to be done, to include how it is done. It also proposes that any deviation from those must be approved in writing by the County. He stated the agreement should be based on the level of service required, and that the proposal creates two standards, which may increase liability for the lower tier municipalities, if issues occur. He suggested that some areas of the agreement require clarification. The new agreement does provide for arbitration as a dispute mechanism and expects it will be of assistance in achieving more favourable compensation levels. 2012-513 Moved by Councillor E Ketchabaw Seconded by Councillor W Casier "THAT staff be authorized to present comments regarding the proposed new County Road Maintenance Agreement to the County of Elgin as outlined in Report PW2012-11."
