HomeMy WebLinkAboutOctober 04, 2012 - Council COUNCIL MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM Council Chambers October 04, 2012 7:00 PM Regular Council Public Meeting The regular meeting of the Council of the Municipality of Bayham was held on Thursday, October 4, 2012 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Mark Taylor, Councillors Tom Southwick and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Councillor Wayne Casier was absent. Public Works Manager Vance Czerwinski was in attendance to present his report. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None. 3. APPROVAL OF MINUTES AND ADDITION OF AGENDA ITEMS (a) Minutes of the regular meeting of Council held September 20, 2012. 2012-477 Moved by Deputy Mayor M Taylor Seconded by Councillor E Ketchabaw "THAT the minutes of the regular meeting held September 20, 2012 be approved as circulated." UPDATES ON PROJECTS (a) Richmond Community Water System The Administrator advised that the engineer has been consulting with the Ministry of the Environment and the Health Unit regarding plans to blend the identified wells. (b) Acquisition/Disposition of land - Port Burwell Harbour The Administrator advised that he is awaiting a response from Stantec regarding sampling details that were provided for review September 27th. 5. Also 2013 Garbage Tags pickup will begin November 5th at the Municipal office, other locations on specified dates. PLANNING,DEVELOPMENT,RECREATION& TOURISM 1. CORRESPONDENCE AND REPORTS (a) Staff Report PW2012-10 regarding "Vienna Playground Equipment RFPs". File: F18 The Public Works Manager advised that the proposed equipment includes the installation of a climb and slide unit and a swing set geared to the 5 — 12 age group,pea gravel, geotextile and backfill. The old dugout will be removed and a soccer field may be developed and the lights removed as funds become available. The existing equipment at the Memorial Park will remain and be maintained on an ongoing basis. 2012-480 Moved by Councillor E Ketchabaw Seconded by Councillor T Southwick "THAT the proposal for the installation of playground equipment at the Vienna Community Centre property from Henderson Recreation for the amount of $39,932.79 be accepted; funds to come from the 2012 Capital Account 01-5510- 5710; AND THAT the equipment be installed within the existing fence in the baseball diamond." DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. STAFF PRESENTATION Staff Report D2012-42 regarding "Froese Rezoning". File: D14.REOE The Administrator presented the report regarding the severance of a surplus farm dwelling. The conditions of the consent included the rezoning of the severed and retained parcels. David Roe,Agent for the applicant,was present to respond to any questions. PUBLIC COMMENTS No written or verbal comments from the public were received. COUNCIL COMMENTS AND QUESTIONS None. CARRIED UNANIMOUSLY (c) Discussion regarding East Pier Restoration work. File: A20 The Mayor raised concerns that caulking is coming out of the cracks along the full length of the pier. The Administrator responded that the Engineer completed a final inspection in early spring and was generally satisfied with the condition. There is a 5%holdback until December. The saw cuts are to be sealed and the surface maintained in an ongoing manner. (d) Correspondence dated October 4,2012 from the Straffordville Graduation Committee requesting two free uses of the Bayham Community Centre in Straffordville November 2012 and February 2013. File: C13 Council requested that a Municipal Assistance application form be sent for the group to complete and submit for 2013. Staff were requested to send a letter to the Thames Valley District School Board requesting permission for use of the school properties after hours by parent volunteers.
