The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
August 16, 2012 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Mark
Taylor, Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw,Administrator Kyle
Kruger and Clerk Lynda Millard.
Deputy Mayor Mark Taylor left the meeting at 8:20 p.m.
Planning Coordinator/Deputy Clerk Margaret Underhill, Chief Building Official/Drainage
Superintendent Bill Knifton and Water Wastewater Superintendent Ed Roloson were in
attendance to present their respective reports.

Mayor Ens called the meeting to order at 7:00 p.m.

4. DELEGATIONS, STATEMENTS AND UPDATES
1. DELEGATIONS
(a) 7:05-Randall Breyer request to amend Dog By-law 2001-94, section 5.11
Mr. Breyer requested an amendment to By-law 2001-94 that would allow dog access to the far
easterly part of the East Beach and water from 12:00 a.m. until 9:00 a.m. daily.
Council requested that staff review the request and report back with a recommendation.
2. STATEMENTS BY COUNCIL
Councillor Southwick announced that his granddaughter had won two of three competitions
at the Aylmer Fair. She received trophies for the longest legs and the most teeth in the 6 to 12
month age category.
3. UPDATES ON PROJECTS
(a) Richmond Community Water System
The Administrator commented that Stantec is confirming estimates with well drilling contractors
before proceeding.
(b) Acquisition/Disposition of Land(Harbour)
The Administrator advised that Small Craft Harbours is preparing an RFP for an Environmental
Assessment of the Harbour which is expected to be completed in 2—3 weeks.
5. INFORMATION ITEMS
(a) Association of Municipalities of Ontario correspondence dated August 9, 2012
regarding Policing Update.

Temporarily Postponed."

Councillor Casier questioned what effect the Building Code would have. The Administrator
advised that it would affect the ability of visitors to gain access to the interior of the sub.
(c) Elgin Economic Development Eblast dated August 2012.

(d) Elgin County correspondence dated July 26, 2012 regarding resolution of support for
Port of Entry.

Vienna postal outlet.

Councillor Ketchabaw inquired whether there was any interest in keeping a Canada Post outlet in
Vienna. The Administrator confirmed that there is interest.

Burwell.

Staff was directed to forward the correspondence to the Otter Valley Chamber of Commerce for
consideration.

(b) County of Elgin Notice of adoption of County Official Plan and related
correspondence.

The Administrator noted that the County OP is being circulated to the Ministry of Municipal
Affairs and Housing for approval. IBI has been requested by the County to provide alternative
language regarding the issue of minimum lot size in Bayham. Staff will prepare a report for the
next meeting. There will be sufficient time to forward any comments to the Ministry before the
deadline.

Clerk of the Petition for drainage works by John &Margret Froese on August 7,
2012;

AND THAT Council wishes to proceed with this matter and appoints Spriets
Associates,Engineers,to prepare a report on the proposed drainage area, pursuant
to Section 5 of the Drainage Act, for Council's consideration."

Bill Knifton, CBO noted that there are other options rather than repainting the cement floor and
suggested it be deferred until a later date.
Council members agreed and suggested that the upper hall and stairwells be painted another
colour rather than grey. Changing colour would require a primer to be used as an undercoat. The
matter was deferred to the Community Centres Committee for consideration and
recommendation.
9. FINANCE,ADMINISTRATION & PERSONNEL
(a) Cheque Register being Cheque#012958 to Cheque#013010 inclusive, totaling
$130,784.58 and Payroll Disbursements for the period ending August 5, 2012 totaling
$62,004.62.

(b) Elgin Military Museum Report to Council regarding Project Ojibwa.

Lynn Acre, Vice-Chairman for the Elgin Military Museum, who was present suggested that the
scope of the sandblasting and repainting would include the area below the water line on the sub.
The material contains toxic contaminants and would be better contained at the harbour in
Hamilton.
Staff was directed to obtain the scope of the proposed work and confirm pricing with the
Executive Director.
(c) Correspondence dated July 30, 2012 from C Valerie Donnell regarding concession
booth.
