The special meeting of Council of the Municipality of Bayham was held on Monday, July 16,
2012 in the Council Chambers. Present were Mayor Paul Ens, Councillors Wayne Casier and Ed
Ketchabaw, Administrator Kyle Kruger, Clerk Lynda Millard and Water/Wastewater
Superintendent Ed Roloson.
Nelson Oliviera, Stantec Engineering, was also present.
Absent were Deputy Mayor Mark Taylor and Councillor Tom Southwick.
There were approximately fifteen Richmond Community Water System users present.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
None
3. ADMINISTRATION
(a) General information update regarding the Richmond Community Water System
project.
Mayor Ens welcomed those in attendance and thanked them for their interest. He
advised that the meeting was a follow-up to an information update mailed by the
Municipality June 20, 2012 to water system users.
Administrator Kyle Kruger confirmed that the transfer of ownership of the Richmond
Community Water System to the Municipality has now been completed. He noted that
the project was held in abeyance during the transfer, which was finalized June 20th, as
any expenses prior to the transfer would not be eligible for OSWAP funding. He added
that Stantec Engineering has restarted the project and is seeking to identify the preferred
water source.
Nelson Oliviera, Stantec Engineering, noted that the required system cannot be
designed until the water source and treatment required have been determined. He
outlined the hydro-geological review is completed and additional information requested
from the well driller expected soon. Once received a new test well will proceed. Hayden
well drilling is to provide any changes in costs. In response to questions regarding

scheduling, it was noted that certain steps could proceed to reduce time requirements
such as requesting locates ahead of time, and pre-purchasing required materials.
The Ministry of the Environment current deadline for completion is December 31,
2012, two thirds funding is available until the end of February 2013.
There were no questions or concerns from the system users.
Water/Wastewater Superintendent Ed Roloson thanked former operators of the system
for their assistance. He reminded system users that regular reporting for the system is
posted on the municipal website at www.bayham.on.ca and encouraged them to read the
information posted.
Mayor Ens noted that Council wishes to keep the Richmond people informed as to how
the project is progressing and agreed to hold an update meeting in September.
4. BY-LAWS
(a) By-law 2012-085 A By-law to confirm all actions of Council.
