THE CORPORATION OF THE MUNICIPALITY OF BAYHAM

The regular meeting of the Council of the Municipality of Bayham was held beginning at
7:00 p.m. on Thursday,May 3, 2007 in Council Chambers. Present were Mayor Lynn
Acre, Deputy Mayor Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and Ed
Ketchabaw,Administrator Kyle Kruger, and Clerk Lynda Millard.
Fire Chief Paul Groeneveld was in attendance to present his reports.
1. CALL TO ORDER Mayor Acre called the meeting to order at 7:00 p.m.

Councillor Ketchabaw requested that the minutes on page 105 be cor ecte reflect

Councillor Ketchabaw requested that the minutes on page 114 be amended as follows:
"The sewer increase will be approximately 10%being a total of$50 per year,
bringing the total annual water plus sewer increases to$180."

"THAT Staff Report DR2007-001 regarding apportionment of drainage
assessment pursuant to Section#65 of the Drainage Act be received;
THAT subject to Section#65(6),where only a few parcels are to be severed,the
owners of subdivided land may enter into an agreement on the re-apportionment of
the assessment currently showing in the Engineer's Report approved by Council By-
law;
THAT this re-apportionment be completed by the Drainage Superintendent, set out
in the written Agreement between Property Owners for Drainage Apportionment

due to Land Severance or Sale, executed by the affected landowners, filed with the
Clerk and presented to Council for approval;
AND THAT Council may appoint an Engineer to prepare a report to re-apportion
the assessment among the new parcels created when a number of severances take
place at one time, as in the case of a subdivision, or when landowners cannot
mutually agree on the re-apportionment as determined by the Drainage
Superintendent."

"THAT the Council of the Municipality of Bayham approves the request by the
Straffordville Lions Club for permission to use streets within Straffordville for the
Santa Claus Parade to be held Saturday December 8, 2007 at 10:30 a.m., subject to
the provision of proof of liability insurance coverage;
THAT Old Chapel Street be temporarily closed during the parade;
THAT the County of Elgin be requested for permission to use Plank Road and
Heritage Line between at 10:30 and 11:30 a.m.for the parade;

AND THAT the Bayham Public Works Superintendent be directed to provide the
necessary provisions for traffic control and safety."

(d) Deputy Mayor Evanitski requested an update regarding the Springer Hill rail
crossing traffic count.
Mayor Acre was requested to check into similar crossing installations and who is
responsible for the costs.
Joe Preston is to be contacted regarding potential funding through a Trans Canada Grade
Crossing program.
