Present were Mayor Lynn Acre, Deputy Mayor Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and Ed Ketchabaw, Administrator Kyle Kruger, and Clerk Lynda Millard. Planning Co-ordinator Margaret and Treasurer Suzanna Mantel were in attendance to present their respective reports. 1. CALL TO ORDER Mayor Acre called the meeting to order at 7:00 p.m. 2. PUBLIC MEETING 2007-235 Moved by W Casier Seconded by M Taylor "THAT the Council meeting be adjourned in order to hold a Public Meeting regarding water and sewer rates pursuant to the provisions of the Municipal Act." Disposition: Motion Carried Unanimously 1. (a) 8:00 p.m. Consideration of Proposed Water and Sewer Rates By-law 2. Declaration of Pecuniary Interest and the General Nature Thereof None 3. Staff Presentation—Staff Report F2007-19 was presented by the Treasurer. She explained that water rates need to be raised to reduce the existing deficit. She added that replacement of the meters in Vienna and Port Burwell and some hydrants annually has been very beneficial in the reduction of water loss. The Treasurer noted that government funding is no longer available for water or sewer capital works and monies must be set aside to build up reserves for future sewer work. 4. Public Comments Allan Spicer suggested that low water users are subsidizing the cost to higher users. He questioned the impact those with sewer hook-ups on the water system. Ray Maddox noted that the cost for a new washroom facility on the beach could provide a$115,000 reserve. He questioned why fulltime municipal staff are not assessing the water line between Port Stanley and Port Burwell rather than wait until summer to hire a student to walk the water system. The Treasurer responded that the Secondary System maintenance is under contract and does not have fulltime staff. She added that it is difficult to check for leaks during the winter months and that it is more cost effective to hire a student than to pay the contractor. In addition, the use of fulltime staff would create a staff shortage to meet the needs of the local system. Mathew Schafer commented that the 2007 sewer rate increase is over 10%with a rate of$36.06 proposed for 2008. He questioned whether the rate increases should level out thereafter. The Treasurer confirmed, noting that sewer user fees must be high enough to cover operating costs. She added that septage receiving facility is being fully funded through receipt of a grant. Council Minutes - 114 - April 19, 2007 Mr. Schafer added that a subdivision in the north was recently discussed, and suggested that development in the serviced areas creates more stable water and sewer rates. He added that it was necessary to remove expanded residential areas from the new Official Plan and Zoning By-law prior to approval. Mr. Maddox questioned why the sewage system capacity had not been expanded when installed. The Administrator responded that the system was installed to address a problem not to accommodate growth. He added that growth restrictions apply to the sewage treatment plant not the collection system. Mr. Maddox suggested the system should have been expanded to the mobile home park. 5. Council Comments and Questions Councillor Taylor questioned whether the cost of hiring a student should be shared in the Secondary System rates. The Administrator responded that meter readings and valve points are not the only areas being looked at. Several creek crossings will also be included. Councilor Taylor questioned that amount of loss being experienced on the Secondary line. The Treasurer responded the loss is 25—30 %. Mr.Maddox questioned whether the Secondary system is metered at its entrance to Bayham. The Treasurer advised that the Secondary is a shared cost based on percentages of water used. Councillor Ketchabaw questioned the annual impact on an average household. The Treasurer responded that it would not be as large as Malahide users are experiencing. The average increase for water users would be approximately 25%. The sewer increase will be approximately 10%being a total of$50 per year, bringing the total annual water plus sewer increases to $180. 6.
