THE CORPORATION OF THE MUNICIPALITY OF BAYHAM

The regular meeting of the Council of the Municipality of Bayham was held beginning at
7:00 p.m. on Thursday, September 6, 2007 in Council Chambers. Present were Mayor
Lynn Acre, Deputy Mayor Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and
Ed Ketchabaw,Administrator Kyle Kruger and Clerk Lynda Millard.
Planning Co-ordinator Margaret Underhill, Chief Building Official Bill Knifton, Fire Chief/
Emergency Manager/By-Law Enforcement Paul Groeneveld and Water/Wastewater
Superintendent Ed Roloson and were in attendance to present their respective reports.
1. CALL TO ORDER Mayor Acre called the meeting to order at 7:00 p.m.

Minutes of the open and closed sessions of the regular meeting of Council held August

4. DELEGATIONS
7:05 p.m.—Dwight Osborn, representing a Concerned Citizens Group was in attendance
regarding correspondence received at the August 16th meeting. He questioned why
several items in Port Burwell are not being done, including tourism promotion. He added
that larger trees should have been planted at the Sewage Treatment Plant to help reduce
odour with monies available from the wind turbine project.
Mayor Acre responded that the installation of sidewalk was approved in the budget; that
it was difficult to obtain quotes for the washroom project within the approved budget;
and, although signage is a priority with the Community Tourism&Marketing
Committee, they did not meet through the summer.
Councillor Taylor requested staff to seek a report from the Tree Commissioner on the
status of funds remaining.

Mayor Acre advised that she recently attended a community meeting in Richmond
with representatives from the MOE and the Elgin-St. Thomas Health Unit. She
advised Council of issues voiced by the MOE and noted that, as there are limited
funds available,other sources of assistance would be necessary. .
Information regarding the new Ontario Small Waterworks Assistance Program
(OSWAP)was reviewed.
