The regular meeting of the Council of the Municipality of Bayham was held in Council Chambers.
Present were Mayor Lynn Acre, Deputy Mayor Mathew Schafer, Councillors Mark Taylor,Paul Ens
and Cliff Evanitski, Administrator Kyle Kruger and Clerk Lynda Millard. Planning Co-ordinator
Margaret Underhill and Fire Chief Paul Groeneveld were in attendance to present their respective
reports.

"THAT the Press Release from Binational Tourism Alliance dated May 19, 2006 regarding
the request for Tourism Industry Letters of Support for Western Hemisphere Travel.
Initiative Amendments be received; and
Whereas, Section 7209 of the Intelligence Reform and Terrorism Prevention Act
of December 17,2004 calls on the Secretary of Homeland Security,in
consultation with the Secretary of State,to develop and implement a
plan to require a passport or other document or combination of
documents deemed to be sufficient to denote identity and citizenship
for all travel into the United States by U.S. citizens and categories of
individuals for whom documentation requirements have previously
been waived; and
Whereas, Research has demonstrated that a passport requirement is likely to
reduce travel demand between Canada and United States to the
detriment of both countries' tourist industries and economies; and
Whereas, There is little evidence that the availability of a new form of
identification such as the proposed PASS card will have substantially
smaller result in curtailing travel demand than a passport
requirement; and
Whereas, The Department of Homeland Security has advised that there
probably is insufficient time to complete the development and pilot
testing of alternative secure identification options based on the
enhancing existing forms of identification within the proposed
timeframe for implementing the new documentation requirements of
December 31,2006 for individuals traveling by air and sea and
December 31,2007 for individuals traveling by land; and

Whereas Evidence suggests that the public in both Canada and the U.S. is
confused about the timing of the proposed implementation of the new
regulations, many believing that they already require a passport to
enter or re-enter the U.S.; now therefore be it
Resolved That the Municipality of Bayham advise all parties currently engaged
in working on matters related to the Western Hemisphere Travel
Initiative that it is deeply concerned about the risk to the economic
health of the Municipality of Bayham and other communities in both
the U.S. and Canada associated with the implementation of the
Western Hemisphere Travel Initiative in advance of the availability to
both Canadian and American citizens traveling by air and sea as well
as land of an alternative document to the passport that is secure
(including biometrics),provides proof of identity and citizenship, is in
a convenient format(wallet-sized), and is inexpensive and easily
obtainable. Preferred solutions are based on enhancing the security
and citizenship information on current widely-carried forms of
identification; and be it further
Resolved That the Municipality of Bayham advise that it fully supports the
recommendations to extend the deadline for implementing WHTI for
all forms of travel until a comprehensive economic impact study can
be completed,which includes comparison of enhancements to existing
forms of identification as well as new options, and implementation
processes and budgets including field trials for pilot testing at key
border crossings along the 49th parallel, and involves input from the
Governments of the United States and Canada in consultation with
state and provincial governments and binational tourism and industry
leaders; and be it further
Resolved That the Municipality of Bayham advise that it supports the position
being expressed by the Binational Tourism Affiance and BESTT
Coalition partners requesting amendments to the existing legislation
that include (i) a single WHTI implementation date for all forms of
travel; (ii) an exemption for children; (iii) further development of
alternative travel documents,including REAL ID,by a bi-national
industry working committee; (iv) the expansion and improvements to
existing"trusted traveller"programs, such as NEXUS and FAST,
including the expedited implementation of supporting technology and
infrastructure; (v)the undertaking of a broad and ongoing
communications program clarifying the travel documents currently
available and required and encouraging the public to acquire the
required travel documents; and (vi) improved training for all border
services personnel to ensure consistent customer service as it relates to
identification requirements at border crossings; and be it further

Resolved That a copy of this resolution be forwarded to the President of the
United States, Senior Officials at Department of Homeland Security,
Department of State, Office of Management& Budget, Government
Accountability Office,U.S.Ambassador to Canada, appropriate U.S.
Senators, Congressmen and National Tourism and Business Industry
Officials, to ensure they are aware of the Municipality of Bayham
concerns and position respecting the implementation of Western
Hemisphere Travel Initiative; and be it further
Resolved That a copy of this resolution be forwarded to the Prime Minister of
Canada,the Minister of Public Safety and Emergency Preparedness,
the Minister of Foreign Affairs, the Speaker of the House,Members of
Parliament and the Canadian Ambassador to the United States; and
be it further
Resolved That a copy of this resolution be forwarded to the Premier of Ontario,the
states bordering Ontario, Ontario Minister of Tourism, Chairman of I Love
New York,the Travel Industry Association of Canada(TIAC), the Travel
Industry Association of America (TIA),the Canadian Tourism Commission,
the Tourism Federation of Ontario,the New York State Hospitality&
Tourism Association,Hospitality and Tourism Associations of states
bordering Ontario,Business for Economic Security Trade and Tourism
Coalition (BESTT),the Great Lakes Governors and Great Lakes Mayors
