HomeMy WebLinkAboutOctober 05, 2006 - Council COUNCIL MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville Thursday October 5,2006 7:00 p.m. The regular meeting of the Council of the Municipality of Bayham was held in Council Chambers. Present were Mayor Lynn Acre, Deputy Mayor Mathew Schafer, Coucillors, Paul Ens and Cliff Evanitski, Administrator Kyle Kruger and Clerk Lynda Millard. Public Works Superintendent Bob Bartlett, Chief Building Official Bill Knifton and Treasurer Suzanna Mantel were in attendance to present their respective reports. Councillor Mark Taylor was absent. The Clerk vacated Council Chambers during the"In Camera" session, the Administrator during a portion of the session. 1. CALL TO ORDER Mayor Acre called the meeting to order at 7:00 p.m 2. Disposition: Motion Carried Unanimously 2. UNFINISHED BUSINESS (a) Staff Report PR2006-09 regarding East Beach Facilities. File: R05 John Spriet Sr., Spriet Associates provided revised drawings for the proposed washroom facility and sought input from Council regarding details. It was agreed that the electrical panel be removed from the current building, however, the building is not to be demolished at this time. The Bayham Public Works Department will provide infill soil as required. Mr. Spriet is to investigate the need for a 200 amp service rather than 100 and determine whether the 200 amp requires a demand meter as this may result in increased hydro surcharge costs. Outside lighting includes two photocell units on the rear and three on the front of the building plus one streetlight. Inside lighting will be operated by photocell; As the facility will also be used as a change room, hangers and benches are to be included. There will be one outside footwash shower provided with hot and cold water service. Mr. Spriet is to invite tenders, with the option of construction this fall or in the spring to be completed by May Is,for consideration at the November 2i'meeting. File: C06 2006-579 Moved by M Schafer Seconded by P Ens "THAT Bayham Community Centre draft minutes of meeting held September 28, 2006 be received; AND THAT Council approves the policies and procedures in regard to fee waivers for the use of the Community Centres through the Application for Municipal Assistance as follows: ▪ Occasional group users shall pay the full rental fee as per rental requirements, and if approved for a waiver, a refund will be issued; ■ Regular long-term group users shall continue to pay the cleaning fee only; if waivers are considered and denied by Council, effective from that date forward, (not retroactively) the user group will be required to pay full rental rates; AND THAT Council consider fee waiver application requests in March annually; AND THAT the rental fee waiver term be effective from the submission deadline date of February 28 until February 28 of the following year; AND THAT group users-that applied and were approved by Council,for rental fee waivers through the municipal assistance application process for 2006, be advised of these changes immediately, upon Council approval."
