The regular meeting of the Council of the Municipality of Bayham was held beginning at 7:00
p.m.on Thursday,February 5,2004 in Council Chambers. Present were Mayor Lynn Acre
Deputy Mayor Mathew Schafer;Councillors Mark Taylor,Paul Ens and Cliff Evanitski,
Administrator Kyle Kruger and Clerk Lynda Millard.
Planning Co-ordinator Margaret Underhill,Treasurer Suzanna Mantel and Water/Wastewater
Superintendent Ed Roloson were in attendance to present their respective reports.
1. CALL TO ORDER
Mayor Lynn Acre called the meeting to order at 7:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST&THE GENERAL
NATURE THEREOF
Deputy Mayor Mathew Schafer disclosed an interest in item 7.1(a)as he is the applicant,
and left the room during discussion of this matter.

Bayham through the boundary interpretation policies of Section 8.2.1 and 8.2.4 of
the Plan;

Straffordville Medical Clinic to clarify the issues as raised in correspondence from
Councillor Mark Taylor,received February 5,2004 and to determine if additional
services should be pursued at the Straffordville Clinic;
FURTHER THAT Staff draft correspondence to the Federal and Provincial
Ministers of Health and the College of Physicians and Surgeons,expressing the
concerns of the community on the impacts of the removal of access to medical
services to Bayham residents,and emphasizing the needs to improve overall access
to medical services in under serviced areas such as Bayham."

Honor Wassing questioned the clarity of the proposed new rates and suggested that future
rate change proposals be made more clearly to those affected.
