HomeMy WebLinkAboutApril 20, 2004 - Special Council COUNCIL BUDGET MEETING MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM P.O.Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Tuesday,April 20,2004 7:00 p.m. A special budget meeting of the Council of the Municipality of Bayham was held at 7:00 p.m. on Tuesday,April 20,2004 in Council Chambers. Present were Mayor Lynn Acre,Deputy Mayor Matt Schafer Councillors Mark Taylor,Paul Ens and Cliff Evanitski,Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel. 1. CALL TO ORDER Mayor Lynn Acre called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. 2004 DRAFT BUDGET Discussion of the budget continued resulting in a 4.45%levy increase over 2003. The draft operating budget to be reduced as follows: General Government Memberships (250) Advertising (500) Legal Fees (500) Fire Department Equipment Purchase (500) Training (500) Conferences (500) Other Protective Services Training (750) Roads Department Legal Fees (500) Sundry (500) Grading (2000) CN Crossings (200) Health Services Grants (1500) Edison Museum Sundry (500) Planning,Development&Tourism Economic Development (1000) Total(9700); BUDGET MINUTES - 94 - April 20, 2004 And the capital budget be amended as follows: Roads Asphalt Projects Community Centre 12000 from Park Reserve (12000) Edison Drive +5000 Tar&Chip Resurface Maple Grove(t&c) (38000) Tar&Chip New Schafer +25000 Sidewalks New&Major Repairs +8000 Organizational Review Study +9700 2004-208 Moved by C Evanitski Seconded by M Taylor "THAT the Municipality of Bayham request that the County of Elgin reconsider the proposed 2004 budget with the intent to reduce the amount of the increase to the tax levy." Disposition: Motion Carried Unanimously 2004-209 Moved by M Schafer Seconded by C Evanitski "THAT Council approve the draft 2004 budget,as presented and amended at the April 20, 2004 meeting,for presentation at the May 6,2004 regular Council meeting; AND THAT Staff be directed to place the necessary public notices." Disposition: Motion Carried Unanimously 4. BY-LAW By-law 2004-040 A By-law to confirm all actions of Council 2004-210 Moved by M Taylor Seconded by M Schafer "THAT confirming By-law 2003-040 be read a first,second and third time and finally passed."
