Box 160,9344 Plank Road STRAFFORDVILLE, ONTARIO Monday, April 5,2004 6:00 p.m. A special budget meeting of the Council of the Municipality of Bayham was held at 6:00 p.m. on Monday,March 29,2004 in Council Chambers. Present were Mayor Lynn Acre,Deputy Mayor Matt Schafer Councillors Mark Taylor,Paul Ens and Cliff Evanitski,Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel. 1. CALL TO ORDER Mayor Lynn Acre called the meeting to order at 6:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. 2004 DRAFT BUDGET Staff noted that the 2003 OPP reconciliation just received results in additional 2003 policing costs in the amount of$48,000 that must be added to the 2004 budget. Explanations received indicate that the additional costs are due to enhanced services. Financing of the additional amount is recommended from the policing reserve. It was added that contributions toward the Aylmer and Tillsonburg Arena/Complex have yet to be considered. At Council's request, staff explained the proposed borrowing for proposed capital projects,a fire pumper/tanker and Bayham Drive completion. Consideration was given to the Municipal Assistance Grant Applications in the amount of$3,450. Facility and staff support for events/parades were also supported. Discussion regarding support for the Aylmer and Tillsonburg recreation capital projects resulted in a general agreement for a total contribution of$10,000 each,per year over a five year period, provided that no user fees be charged to Bayham users. Suggestion had been made that the monies be spent locally. There was also discussion regarding a Study required for the implementation of Development Charges including a capital forecast for roads, facilities and full cost recovery for sewage and water works. It was suggested that this should also include an organizational review. 2004-181 Moved by M. Schafer Seconded by P. Ens "THAT the Municipality of Baybam contract Clean Harbours to manage a Hazardous Waste Drop-off Day on Saturday,May 29,2004 at the Public Works Yard."
