HomeMy WebLinkAboutMay 10, 2005 - Special Council COUNCIL BUDGET MEETING MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM P.O.Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Tuesday, May 10, 2005 7:00 p.m. A special budget meeting of the Council of the Municipality of Bayham was held at 7:00 p.m. on Tuesday, May 10, 2005 in the Committee Room. Present were Mayor Lynn Acre, Councillors Mark Taylor, Paul Ens and CliffEvanitski, Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel. Deputy Mayor Matt Schafer was absent. I. CALL TO ORDER Mayor Lynn Acre called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. 2005 DRAFT BUDGET (a) Staff Report F2005-08 and attached 2005 draft budget. File: F05.05 (b) Staff Report F2005-13 regarding 2005 budget. File: F05.05 The Treasurer indicated that incorporating the changes proposed by staff results in a tax rate increase of 3.26%. Other options supported include changes to the roads capital budget items: ▪ William&Hannah Streets, delayed to 2006 and replaced by Brock—Strachan Street construction and paving; • Alward Street and Stafford Road, removed and replaced by additional general maintenance and patching Council also supported the additional credit of$10,000 to general government from the operating rate stabilization reserve. Additional changes were discussed, considered and determined. Staff were directed to incorporate the revisions as discussed resulting in a 3.17% municipal tax rate increase. The budget document will be presented to Council at the meeting to be held June 2nd for final approval. BUDGET MINUTES - 183 - May 10, 2005 4. DELEGATION (a) 7:00 p.m.-Allan Spicer,regarding the Economic Development&Tourism draft budget. Allan Spicer addressed council to request more financial investment from the Municipality in waterfront improvements in Port Burwell. He stated over the past three years the addition of new business,combined with improvements to existing ones have resulted in approximately$2,000,000 invested and suggested the Municipality become a supportive partner. 5. COMMITTEE OF THE WHOLE UNFINISHED BUSINESS 2005-254 Moved by C Evanitski Seconded by M Taylor "THAT the Council do now rise to enter into an "In Camera" Session of Committee of the Whole to discuss personal matters about an identifiable individual,including municipal or local board employees." Disposition: Motion Carried Unanimously 2005-255 Moved by C Evanitski Seconded by P Ens "THAT the Committee of the Whole do now rise from the"In Camera" Session." Disposition: Motion Carried Unanimously (a) Staff memo regarding confidential personal matters 2005-256 Moved by C Evanitski Seconded by P Ens "TIIAT Council provide financial support for the Bayham firefighters to ensure the point pay values do not go below$10.00 and reserve any funds that may be acquired by capping the upper value limit at$14.00; AND THAT the Fire Department be permitted to provide additional medical response for a 6-month trial period as follows: • Chest Pain/Cardiac Arrest AND THAT following the trial period Council review and determine whether to continue the additional medical response." BY-LAW By-law 2005 - 042 A By-law to confirm all actions of Council 2005-257 Moved by P Ens Seconded by M Taylor "THAT confirming By-law 2003-042 be read a first, second and third time and finally passed." Disposition: Motion Carried Unanimously 7.
