Thursday,April 28, 2005 at 6:30 p.m.
A special budget meeting of the Council of the Municipality of Bayham was held at 6:30 p.m. on
Thursday,April 28, 2005 in the Committee Room. Present were Deputy Mayor Matt Schafer
Councillors Mark Taylor, Paul Ens and Cliff Evanitski, Administrator Kyle Kruger, Clerk Lynda
Millard and Treasurer Suzanna Mantel. Mayor Lynn Acre was absent.
1. CALL TO ORDER Deputy Mayor Matt Schafer called the meeting to order at
6:30 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE
THEREOF None
3. 2005 DRAFT BUDGET
(a) Staff Report F2005-08 and attached 2005 draft budget.
File: F05.05
The Treasurer provided an updated listing of proposed changes to the original budget
document.
Discussion was held resulting in the following operating budget changes:
• the fire training grant be allocated as per recommendation of Fire Department;
• $2,500 be added to Economic Development&Tourism expenditures for
amenities for the beach area;
• $55,000 be transferred from the policing reserve;
▪ the winter control expenditures for service contract be increased by$5,000 to
$22,000 and sundry reduced to $300;
• allocation of four(4) new streetlights be one(1) each in Straffordville and
Vienna and two (2) in Corinth;
• $1,000 be allocated to and the balance of$4,000 be divided equally between the
applicants;

• accept changes to use of one time grants to accommodate OMPF as suggested by
Staff.
Other changes supported were:
• a reduction in the estimated water revenues to $195,000;
• that staff be directed to determine areas to be cut to limit tax rate increase to 3%;
• each museum board be directed to determine allocations for a reduction total of
$3,000;
▪ that additional operating maintenance dollars be added for road maintenance.
The next budget meeting was set for May 10th at 7:00 p.m.
4. COMMITTEE OF THE WHOLE

"THAT the Council do now rise to enter into an"In Camera" Session of Committee
of the Whole to discuss personal matters about an identifiable individual, including
municipal or local board employees."
