Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,April 14, 2005 at 6:30 p.m. A special budget meeting of the Council of the Municipality of Bayham was held at 6:30 p.m. on Thursday, April 14, 2005 in the Committee Room. Present were Mayor Lynn Acre, Deputy Mayor Matt Schafer Councillors Mark Taylor, Paul Ens and Cliff Evanitski, Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel. Public Works Superintendent Bob Bartlett and Fire Chief Sam Taylor and were in attendance to present their respective operating and capital budgets. 1. CALL TO ORDER Mayor Lynn Acre called the meeting to order at 6:30 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. 2005 DRAFT BUDGET (a) Staff Report F2005-08 and attached 2005 draft budget. File: F05.05 Bob Bartlett, Public Works Superintendent and Fire Chief Sam Taylor presented the Roads and Fire operating and capital budgets, respectively, and responded to questions. The Treasurer, gave an update regarding the 2004 OPP costs reconciliation providing an adjustment of$45,667. A list of changes to both operating and capital items requested at the previous meeting was circulated. The Treasurer continued with the remainder of the draft budget. Options for financing the water meter changeover program over a longer period of time, the need for an updated accounting package and other items were discussed. The Administrator advised that the Bayham Economic Development Committee supported a request from the Tourism sub-committee to add $2,500 for amenities for the beach area. The next budget meeting was set for April 28th at 6:30 p.m. COUNCIL MINUTES - 153 - April 14, 2005 (b) Association of Municipalities of Ontario (AMO) correspondence dated March 24, 2005 regarding Ontario Fire Services Grant. COMMITTEE OF THE WHOLE 2005-176 Moved by P Ens Seconded by M Taylor "THAT the Council do now rise to enter into an"In Camera" Session of Committee of the Whole to discuss personal matters about an identifiable individual, including municipal or local board employees." BY-LAW By-law 2005 - 025 A By-law to confirm all actions of Council 2005-178 Moved by P Ens Seconded by C Evanitski "THAT confirming By-law 2003-025 be read a first, second and third time and finally passed."
