The special meeting of Council of the Municipality of Bayham was held on Thursday, March 8,
2012 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Mark Taylor,
Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw,Administrator Kyle Kruger and
Clerk Lynda Millard. Also present were Elgin Military Museum Board members represented by
Executive Director Ian Raven and Project Coordinator Dan McNeil.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
None.
3. ANNOUNCEMENTS
The Mayor announced that the Straffordville Watermelon Fest was recently recognized
by Festivals and Events Ontario as one of the top 100 festivals in Ontario in 2011.
An Achievement Award for the Most Innovative Partnership was also acknowledged for
the Watermelon Fest partnership with the Municipality of Bayham. The Committee will
be recognized at the next meeting of Council to be held at the Bayham Community
Centre in Straffordville on March 15th.
4. ADMINISTRATION
(a) Discussion with Elgin Military Museum regarding financial guarantee.
The Mayor advised that this meeting is for informal discussion with the Elgin Military
Museum representatives regarding financial guarantee and no decision will be made by
Council at this meeting.
It was confirmed that the main concern of the Department of National Defence(DND)
is that the Museum demonstrate that they have the financial capacity to deliver and
complete the project by moving and placing the Ojibwa safely at its permanent site in
Port Burwell. September 8, 2012 is the confirmed landing date that contractors will be
working toward.
Council questioned whether the Municipality would be responsible for the full $6
million guarantee required by the Department of National Defence and when the
Municipality's role as guarantor would end,whether the Museum assets and fundraising

could provide for a portion of the confirmed financing or if there are other financial
instruments available that are capable of ensuring this requirement. Options for
consideration including assurance or surety bonds were discussed.
The Elgin Military Museum Board and staff are to continue efforts in clarification of
requirements and risk mitigation.
5. BY-LAWS
(a) By-law 2012-032 A By-law confirming all actions of Council

finally passed."
