The special meeting of Council of the Municipality of Bayham was held on Saturday, February
4, 2012. Present were Mayor Paul Ens, Deputy Mayor Mark Taylor, Councillors Tom
Southwick, Wayne Casier and Ed Ketchabaw and Administrator/Deputy Clerk Kyle Kruger.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 8:00 a.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
None.
3. ADMINISTRATION
(a) Staff Memorandum C2012-02 regarding Proposed Municipal Site Visitation Schedule
File: C11
The Council met at the Eden and Area Community Centre and proceeded to tour the
following facilities and locations:
Eden Line to Coyle Road, to Vincent Line,to Howey Line to Plank Road and southerly
to:
• Straffordville Library, 9366 Plank Road;
• Bayham Community Centre, 56169 Heritage Line;
• Public Works Building, 8354 Plank Road;
• Vienna Community Centre, 26 Fulton Street;
• Vienna Town Hall Building, 6208 Plank Road;
• Port Burwell Public Works Building, 31 Elizabeth Street;
• Port Burwell Library, 21 Pitt Street;
• Port Burwell Firehall(old), 24 Pitt Street;
• Port Burwell Firehall (new), 55451 Nova Scotia Line.
4. ADJOURNMENT

The meeting adjourned at 11:45 a.m. at the new firehall.

The third 2012 budget meeting of the Council of the Municipality of Bayham was held on
Tuesday, February 7, 2012 in the Council Chambers. Present were Mayor Paul Ens, Deputy
Mayor Mark Taylor, Councillors Tom Southwick,Wayne Casier and Ed Ketchabaw,
Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer David Aristone.

NATURE THEREOF

3. 2012 DRAFT BUDGET
(a) Preliminary Capital Budget 2012 (previously circulated).
The Treasurer provided a listing of assessment values for 2012.
Council reviewed the memo dated January 23rd listing potential deferrals and cuts that amounted
to $151,000. The transfer to records management reserve of$5,000 was removed from the list.
The Eden Community Centre repair amount was corrected from$16,500 to $6,500. It was agreed
that the East Pier repair be financed over a three year rather than a five term with an impact of a
$42,000 reduction for 2012.
Council then reviewed the overall capital budget. Sale of the 1998 John Deere tractor and mower
and the purchase of a Cat and Germy Locator, a used asphalt roller and a computer for vehicle#1
were removed from the Roads budget. The older tractor received from the County in 1998 is to
be sold and monies placed in the equipment reserve.
Improvements were suggested for Somers Line south of Eden Line for future budget
consideration. It was also requested that staff investigate the disposal of the Public Works yard in
Port Burwell. It was commented that staff develop a capital plan to support the rationale for road
works.
The Administrator advised that there may not be grants currently available to support recycling
efforts. It was agreed the purchase of composters be deferred and $5,000 be removed from the
waste management program.
It was agreed that the Corinth Park pavilion be funded from the park reserve rather than the tax
levy. The transfer to park improvements and playground equipment reserves were reduced by

$10,000. Playground equipment is to be installed at the Vienna Memorial Park subject to input
from the local citizens group.
There was consensus that the transfer to Reserve for the Straffordville Community Centre be
reduced by$5,000 and dredging reduced by$5,000.
These reductions bring the 2012 overall capital levy to approximately$777,650, a 3% increase
over 2011.
