HomeMy WebLinkAboutFebruary 02, 2012 - Council COUNCIL MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville February 02,2012 7:00 PM 7:30 PM—Public Meeting—Planning(Zoning) The regular meeting of the Council of the Municipality of Bayham was held on Thursday, February 2, 2012 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Mark Taylor, Councillors Tom Southwick, Wayne Casier and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Planning Coordinator/Deputy Clerk Margaret Underhill and Public Works Manager Gerry LeMay were in attendance to present their respective reports. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None. 3. APPROVAL OF MINUTES AND ADDITION OF AGENDA ITEMS (a) Minutes of Budget meeting held January 23, 2012. 2012-049 Moved by Councillor E Ketchabaw Seconded by Councillor W Casier "THAT the minutes of the Budget meeting held January 23,2012 be approved as circulated." PLANNING,DEVELOPMENT,RECREATION& TOURISM 1. CORRESPONDENCE AND REPORTS (a) Staff Memorandum D2012-01 regarding Amendments to the Comprehensive Zoning By-law. File: D14 It was noted that Norfolk County established an advisory committee to develop recommendations for County Council to consider regarding new and innovative ways of processing agricultural crops, thus adding ways farmers can remain viable. It was proposed that Bayham follow Norfolk's example and form a committee to consider amendments to the comprehensive zoning by-law that will include provisions for value-added processed agricultural products as a permitted use. Staff was directed to prepare a Terms of Reference to establish such a committee for Council's consideration. 2. PUBLIC MEETING 2012-051 Moved by Councillor W Casier Seconded by Councillor T Southwick "THAT the Council meeting be adjourned in order to hold a Public Meeting pursuant to the provisions of the Planning Act." CARRIED UNANIMOUSLY Page 2 of 6 Council Minutes February 02, 2012 PUBLIC MEETING 7:30 p.m. The purpose and effect of this amendment is to provide clarification and/or correction of typographic, Section numbering and/or mapping errors and inconsistencies that have been encountered by municipal staff during the year 2011. The effect will be to create regulations that are more consistent,understandable and relevant to staff and customer needs. The amendments will remedy a numerical inconsistency in Section 21 and in Schedule A, Map 17. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. STAFF PRESENTATION Staff Report D2012-02 regarding amendments to Zoning By-law Z456-2003 File: D14.HOUSE 12 The Planning Co-ordinator presented her report. She noted that the amendment would correct minor errors that have been noticed while working with the document. These errors include typo's, numbering, missing lot lines and other references from the former Township of Bayham Official Plan. PUBLIC COMMENTS There were no written comments or concerns received from the public. STATEMENTS BY COUNCIL (a) Councillor Ketchabaw noted that the Long Point Region Conservation Authority is taking an integrated approach to tourism and surrounding attractions within the watershed and that the Bayham Museums Board may be interested in working with them. (b)Mayor Ens stated that following Council's site tour on Saturday,he will be attending a SCOR meeting with five local MP's at 11:30 a.m. to provide input on local economic development at the LPRCA address. (c) Deputy Mayor Taylor stated that he recently visited the new firehall where they were pouring the floor and had a tour. It looks very impressive. 3. UPDATES ON PROJECTS Staff was requested to provide updates on the new firehall, Richmond Water and Harbour Divestiture at the next meeting. It was agreed that the "Statement" and "Project Updates"be placed following delegations. 10. ENVIRONMENT 11. COMMITTEE OF THE WHOLE 12.
