Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,December 1, 2005 6:00 p.m. A special meeting of the Council of the Municipality of Bayham was held beginning at 6:00 p.m. Thursday, December 1, 2005 in the Council Chambers. Present were Mayor Lynn Acre, Deputy Mayor Mathew Schafer, Councillors Mark Taylor, Paul Ens and Cliff Evanitski, Administrator Kyle Kruger and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Lynn Acre called the meeting to order at 6:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. DELEGATION (a) 6:00 p.m.—Kent Kristensen, Short Sea Lines was in attendance to make a powerpoint presentation regarding a proposed ferry service between Fairport Harbour, Ohio and Port Burwell. American local governments involved include the Village of Fairport Harbour, Painesville Township, the Village of Grand River and Lake County. The Village of Grand River has approached the State of Ohio seeking approval for making this the next border crossing between the United States and Canada. Mr. Kristensen advised that four years have already gone into planning for this project to determine the optimum route and port pairing,preferred access roads, strategic highway route for proposed border crossing. He noted that the project would provide a shorter trip and time savings between major centres as well as environmental benefits by fuel usage and emission reductions. He suggested the phased in project would allow for one high speed passenger ferry plus two larger RoPax 350 car/70 truck/600 passenger vessels. Q. Councillor Ens inquired what investment would be required. A. Mr. Kristensen responded that$30 million would be required in Port Burwell and $20m in Fairport Harbour. Q. Deputy Mayor Schafer questioned whether year round service was feasible and how success would be affected if not able to operate during the winter. SPECIAL MEETING MINUTES - 343 - December 1,2005 A. Mr. Kristensen advised that up to 30 ice days are contemplated during the year round Ro-Pax service. On board Canada Customs services would be provided through the London office. Q. Councillor Ens questioned the target user fee amount. A. Mr. Kristensen responded that there would be a variety of user options with competitive pricing. A short video of ferry sample operations closed the presentation. 4.
