Present were Mayor Lynn Acre Deputy Mayor Cliff Evanitski, Councillors Mark Taylor, Wayne Casier and Ed Ketchabaw, Administrator Kyle Kruger and Deputy Clerk Margaret Underhill. Treasurer Suzanna Mantel was in attendance to present her reports. 1. CALL TO ORDER—Mayor Acre called the meeting to order at 7:00 p.m. (a) Presentation: Rita Ferguson presented a stained glass Bayham logo to Mayor Acre and Council (b) Recognition: Mayor Acre presented Mathew Schafer with a stained glass Bayham logo and a framed certificate in appreciation of his many years on Bayham Council and his dedication to the community. (c) Social Break followed; the meeting reconvened at 7:35 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None 3. Casier "THAT Staff Report DR2006-026 regarding the Schonberger Municipal Drain— Wetland Restoration & Water Control Structure Project be received; THAT the Council of the Municipality of Bayham acknowledges the receipt of Report#205261 dated December 1, 2006 for the Schonberger Municipal Drain— Water Control Structure Report, as prepared by the Engineer, Spriet Associates, and filed with the Clerk on December 7,2006; THAT the Council of the Corporation of the Municipality of Bayham agrees to proceed with the "Schonberger Municipal Drain—Extension re Water Control Structure"works; THAT the Council acknowledges that a Notice of Public Meeting and copy of Engineer Report has been mailed to all persons assessed to this drainage works in accordance with the Drainage Act; AND THAT the Council of the Municipality of Bayham hold a Public Meeting on December 21,2006, at 8 pm.to consider the Engineer Report#205261 dated December 1, 2006." (a) 8:00 p.m. —Consideration of Engineer's Report#205261 dated December 1, 2006 prepared by Spriet Associates regarding the Schonberger Drain Extension Water Control Structure. File: E09 2006-693 Moved by C. Evanitski Seconded by E. Ketchabaw "THAT the Council meeting be adjourned in order to hold a Public Meeting pursuant to the provisions of the Drainage Act." Council Minutes - 669 - December 21, 2006 Disposition: Motion Carried Unanimously 2. Declaration of Pecuniary Interest and the General Nature Thereof None 3. Staff&Engineer Presentation John Spriet was present to discuss the project and answer questions regarding Engineer's Report#205261 as prepared by Spriet Associates. Mr. Spriet explained that the Ministry of Natural Resources will provide a grant in the amount of$5000 and pays for the engineering costs for wetland restoration, Ministry of Agriculture and Food will pay for half of the project. There is one property owner affected by this project. He corrected the report by saying that the property should be described at Lot 23 and 24. Mr. Spriet recommended that the project move forward. He informed Council that there are several of these projects in West Elgin and Norfolk. 4. Public Comments None 5. Council Comments and Questions Mayor Acre asked Mr. Spriet if the existing wetland restoration projects are working well. Mr. Spriet responded that they are working very well. 6. Disposition of Item 2006-695 Moved by W. Casier Seconded by M. Taylor "WHEREAS no concerns have been received regarding the proposed alteration of the proposed Schonberger Municipal Drain Extension- Wetland Restoration & Water Control Structure Project alterations; THEREFORE BE IT RESOLVED THAT the Engineer's Report#205261 as prepared by Spriet Associates be adopted and Provisional By-law 2006-122, being :z by-law to authorize the said drainage works,be added to the agenda and given first and second reading; Council Minutes -670 - December 21, 2006 THAT a date of January 18,2007 at 8:00 p.m. be set for the first sitting of the Court of Revision for the Schonberger Municipal Drain Extension; AND THAT the Clerk be directed to distribute copies of the Provisional By-law and Notice of the time and place of the first sitting of the Court of Revision to the affected parties pursuant to Section 46 (2) of the Drainage Act."
