HomeMy WebLinkAboutApril 12, 2006 - Special Council COUNCIL BUDGET MEETING MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM P.O.Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Wednesday,April 12,2006 7:00 p.m. A special budget meeting of the Council of the Municipality of Bayham was held in the Committee Room. Present were Mayor Lynn Acre, Deputy Mayor Matt Schafer Councillors Mark Taylor, Paul Ens and Cliff Evanitski, Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel. Several members of the public were also present. 1. CALL TO ORDER Mayor Acre called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None ADDITION OF AGENDA ITEM 2006-207 Moved by P Ens Seconded by C Evanitski "THAT in accordance with Section 21 of Procedural By-law 2002-93, a confidential personal matter be added to the agenda as an In Camera Closed Session item." Disposition: Motion Carried Unanimously 3. CORRESPONDENCE&REPORTS (a) Staff Report F2006-08 regarding 2005 Year end. (Deferred from April 6th) File: F03.06 Various options and amounts for allocation of the surplus funds were discussed. M Taylor stressed the importance of providing support for the festivals,particularly Tub Daze, Watermelon Fest and Blues Fest as recommended by the Culture Plan. BUDGET MINUTES - 87 - April 12,2006 2006-208 Moved by M Schafer Seconded by P Ens "THAT the 2005 surplus funds be allocated as follows: 1. $5,000 in support of the Coal Flats BluesFest; 2. $3,000 in support of WatermelonFest; 3. $1,000 in support to each EdisonFest, Tub Daze and Eden Car Rally/Garden Party; 4. $5,106 to fire equipment purchase; and 5. the balance to working capital reserves." Disposition: Motion Carried Unanimously (b) Edison Museum of Vienna draft minutes of meeting held March 13, 2006. (Deferred from April 6th) File: C06 The Administrator advised that the Public Works Superintendent was concerned about the ability to perform the work with the existing PW equipment and was requested to obtain a quote for the brush removal. H Teall advised that he had met with the Superintendent and that volunteers would ensure that the brush is cut to approximately 8lengths to assist as necessary during the removal. He added that the brush and stumps can be disposed of on site and should take no longer than one dry day. C Evanitski reminded that the Department of Fisheries and Oceans does not permit brush placement in a watercourse. It was suggested that the removal of the brush on the vacant lot be considered in lieu of the requested transfer to reserves. C Evanitski noted that Norfolk County and LPRCA museum sites are money losers and any excess operating budget funds are placed in general revenue coffers. 2006-209 Moved by P Ens Seconded by C Evanitski "THAT the draft minutes of the Edison Museum Board meeting held March 13th be received; AND THAT Council does not support the transfer of operating budget surplus, as determined by the auditors,to the Edison Museum reserve fund, but supports the "in kind" removal of wood from the proposed building lot." Disposition: Motion Carried Unanimously BUDGET MINUTES - 88 . April 12, 2006 (c) Staff Report F2006-07 regarding 2006 Budget (from April 6th) File: F05.05 Use of the Move Ontario Roads and Bridges grant of$270,000 and gas tax revenues (approximately$62,000 for each 2005 and 2006) were discussed. M Taylor suggested that monies be placed in reserve to contribute toward implementation of the Bayham Culture Plan. P Ens noted that the recent road tour indicated a need for work on Green Line and Carson Road bridge and suggested that the funds be kept in road reserves. The Treasurer added that work on the Hoover Valley Road is necessary and has been previously deferred. Deputy Mayor Schafer and Councillor Evanitski supported the funds being left in the road reserves. Councillor Taylor confirmed his support for contributions toward waterfront, heritage and tourism development. M Schafer suggested monies would become available from the annual support for the Aylmer and Tillsonburg arenas when completed. The Treasurer confirmed these monies would not be available until 2009. She also noted that monies from the roads grant could be used for road/bridge projects in the budget allowing those monies to be used on other projects M Taylor responded that$160,000 has been spent on the industrial sector and contributions of$50,000 to each of the arenas in recent years and he believes that, with the activation of the wind turbines, now is the time to support tourism community and private individual efforts. Council directed that proceeds from the sale of f re equipment be placed in the fire capital reserve. An amendment to the budget is necessary to include the direction of Council through the resolution passed under item 3(a) above regarding allocation of the 2005 surplus. 2006-210 Moved by P Ens Seconded by C Evanitski "THAT By-law 2006-026, being a by-law to adopt the assessment on which the taxes shall be levied for the year 2006 and the current estimates for the year 2006, as amended, be presented to Council for enactment." Disposition: Motion Carried Unanimously BUDGET MINUTES - 89 - April 12, 2006 ADDITIONAL ITEM (d) Deputy Mayor Schafer requested discussion regarding the need to replace the dishwasher at the Straffordville Community Centre. He provided quotes for three models. 2006-211 Moved by M Schafer Seconded by C Evanitski "THAT a Fagor F1-120W dishwasher be purchased from DelBac for the Straffordville Community Centre in the amount of$6,598 plus taxes and installation, to be paid for from reserves." Disposition: Motion Carried Unanimously 4. COMMITTEE OF THE WHOLE 2006-212 Moved by M Taylor Seconded by C Evanitski "THAT the Council do now rise to enter into an"In Camera" Session of Committee of the Whole to discuss personal matters about an identifiable individual, including municipal or local board employees." BY-LAWS By-law 2006—026 A By-law to Adopt Assessments and the Current Estimates For 2006 By-Law 2006—030 A By-law to confirm all actions of Council 2006-214 Moved by P Ens Seconded by M Taylor "THAT budget By-law 2006-026, as amended, be read a first, second and third time and fmally passed."
