BY-LAW NO. 99-01
A BY-LAW TO ESTABLISH REMUNERATION FOR MEMBERS OF
COUNCIL AND EMPLOYEES OF THE
CORPORATION OF THE MUNICIPALITY OF BAYHAM.
WHEREAS Section 207(45) Municipal Act, R.S.O. 1990 Chapter M.45 permits municipalities to
pass by-laws fixing the remuneration to be paid to officers and employees of the municipal
Corporation;
AND WHEREAS section 243(1) of the said Act authorizes a council to pass a by-law for paying in
whole or in part such expenses of members of council and of the officers and employees of the
municipality as are actually incurred as a result of their acting either within or outside the
municipality in their capacity as members of council or officers of the municipal corporation or
employees of the municipality;
AND WHEREAS section 243(3) of the said Act authorizes a council to pass a by-law providing for
the payment of specified amounts calculated according to a specified rate in lieu of the amount of
actual expenses incurred in respect of items of expenditure specified in the by-law where the
specified amounts or rates reasonably reflect the actual expenses that would be incurred;
AND WHEREAS the Council of the Municipality of Bayham deems it expedient pass a by-law to fix
the remuneration to be paid to officers and employees of the Corporation;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY
OF BAYHAM ENACTS AS FOLLOWS:
1. THAT members of council shall be paid the following annual salaries which includes car
allowances for the use of their personal vehicles for municipal purposes within the
geographic limits of the County of Elgin:
Mayor $12,240
Deputy Mayor 9,180
Councillor 7,140
2. THAT for members of council, the salary shall be paid bi-weekly.
3. THAT for non-union employees of the municipality, the following annual salary and
hourly wage ranges are established:
Administrator/Treasurer $55,000 - $65,000
Planning 40,800 - 45,900
Clerk 30,600 - 37,740
Financial Assistant 25,500 - 30,600
Administrative Assistant 22,440 - 27,540
Tax/Utility Clerk 22,440 - 27,540
CBO/Drainage Supt. 33,660 - 38,760
Wastewater Treatment Plant /Water Works Supt./

4. THAT for non-union employees, the annual salary shall be as established in the confidential
Staff Report No. 98096, adopted as amended, December 22, 1998.
5. THAT for non-union employees, salary shall be paid bi-weekly.
6.(a) THAT the Administrator/Treasurer, Co-ordinator of Planning, Chief Building
Official/Drainage Superintendent, Public Works Superintendent, Wastewater/Water Works
Superintendent and Fire Chief shall be granted one week of vacation over and above their
regular entitlement in-lieu of meeting attendance and overtime.
(b) THAT non-union employees, except those set out in subsection (a) who are required to attend
Council or other meetings shall be granted equivalent time-off with the approval of the
Administrator/Treasurer.
7. (a) THAT non-union employees shall be paid a rate of$0.30 per kilometre for the use of their
personal vehicles for municipal purposes.
(b) THAT the municipality may provide municipal vehicles for municipal purposes to certain
employees within the Public Works Department, Building Department, and Environmental
Services Department as required to carry out their functions.
8.(a) THAT Road Department employees required to be on standby for winter control
purposes be compensated at a rate of$100.00 per week of duty plus remuneration for hours
worked and time in lieu for overtime hours incurred;
(b) THAT any former Township of Bayham Road Employee who accepted the Voluntary Exit
Package as part of the restructuring exercise be compensated at an hourly rate equivalent to
the regular full-time employees in the Public Works Department.
9. THAT the Accountant (former Deputy Treasurer from the Village of Port Burwell) be
retained on a contractual basis for an hourly rate of$16.50;
10. THAT By-law 98-16 and any amendments thereto setting out such rates is hereby repealed.
11. AND THAT this by-law shall come into force and take effect on January 1, 1999.
