The regular meeting of the Council of the Municipality of Bayham was held on
Thursday, November 6, 2014 in the Council Chambers. Present were Mayor Paul Ens,
Councillors Wayne Casier, Tom Southwick and Ed Ketchabaw, Administrator Paul
Shipway and Clerk Lynda Millard. Deputy Mayor Cliff Evanitski was absent.
Planning Coordinator 1 Deputy Clerk Margaret Underhill, and Water 1 Wastewater
Operations Manager Ed Roloson were in attendance to present their respective reports
and respond to questions from Council.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.

It was noted that the Remembrance Day Service will be held at the Cenotaph
at Vienna Memorial Park at 11:00 a.m. on Sunday, November 9, 2014 with St.

Luke's Anglican Church congregation assembling at the cenotaph at 10:45
a.m.
The Remembrance Day Parade will be begin at the Legion in Port Burwell on
November 9, 2014 at 2:00 p.m. and proceed to the Cenotaph, with the service
to follow.
The Mayor also advised that the Decoration Day service at the Estherville
Cemetery on November 9th will begin at 2:00 p.m.

7:30 p.m. - Rezoning Application - to change the zoning on a severed parcel
of land from the Agricultural (Al-A) Zone to the site-specific Rural Residential
(RR-25) Zone and to change the zoning on a retained parcel of land from the
Agricultural (Al-A) Zone to the site-specific Special Agricultural (A2-9) Zone
submitted by Abraham & Emma Peters.

Appreciation was noted that further to the closing down of the Otter Valley
Optimist.Club, the Vienna Lioness and Bayham's Family Table owner, Randy
Breyer, have banded together to see that the parade continues.

"THAT the Council of the Municipality of Bayham approves the request by
the Vienna Lioness Club and Bayham's Family Table to use streets within
Port Burwell for a Santa Claus Parade to be held Saturday, December 6,
2014 at 6:00 p.m., subject to provision of insurance certificate naming the
Municipality of Bayham as an additional insured in the minimum amount of
$2,000,000.00;
THAT the County of Elgin be requested for permission to use Wellington
Street in Port Burwell between 6:00 pm and 8:00 p.m. for the parade;
AND THAT the Bayham Public Works Manager be directed to provide the
necessary provisions for traffic control and safety."

(C) Event Road Closure Request Form regarding "Straffordville Santa Claus
Parade".

Further to the continued closure of the Straffordville Community Centre, the
proposed parade route is being changed to come directly from the Public School
on Plank Road, turning off on Third Street to the firehall, allowing the children to
meet with Santa there.

"THAT the Council of the Municipality of Bayham approves the request by
the Straffordville Lions Club to use Third Street within Straffordville for the
Santa Claus Parade to be held Saturday, December 13, 2014 at 10:30 a.m.
subject to proof of liability insurance coverage naming the Municipality of
Bayham as an additional insured, in the minimum amount of$2,000,000.00;
THAT the County of Elgin be requested for permission to use Plank Road
from the Straffordville Public School to Third Street, Straffordville between
10:30 a.m. and 11:30 a.m. for the parade;
THAT the Bayham Public Works Manager be directed to provide the
necessary provisions for traffic control and safety;
AND THAT permission be granted to the Straffordville Lions Club to use
the Straffordville Fire Hall to host Santa Claus following the parade."

Vienna Community Centre was brought forward and discussed prior to

the Administrator to purchase locking storage cabinets, utilizing funds
from the Vienna Community Centre reserve not to exceed $1,000.00, to be
placed in the Vienna Community Centre cloak room for the Lion's items to
be locked within."

(a) Quarterly Report for the Bayham Water Distribution System and Call Ins for the
period ending September 30, 2014.

The WaterlVVastewater Operations Manager noted that staff are making
arrangements for a pilot project to install a "Smart meter" to monitor, detect,
record and alert staff of water loss.
