The Councils of the Municipality of Bayham and Township of Malahide met in Joint Session at
Malahide Community Place in Springfield at 7:00 p.m. with the following present:
Bayham Council: Mayor P. Ens, Deputy Mayor C. Evanitski, Councillors W. Casier,T.
Southwick and E.Ketchabaw.
Malahide Council: Mayor D. Mennill, Deputy Mayor J. Jenkins, Councillors C. Glinski,M.
Wolfe, and M. Widner.
Absent with Regret: Councillors M. Moore and M. Wales.
Staff: Bayham Chief Administrative Officer K. Kruger, Malahide Chief Administrative
Officer/Clerk M. Casavecchia-Somers, Malahide Fire Chief P. Groeneveld, Malahide Deputy
Clerk D. Wilson and Bayham Clerk L. Millard.
1. CALL TO ORDER
Malahide Mayor D. Mennill called the meeting to order at 7:00 p.m. and welcomed those in
attendance.
2. APPOINTMENT OF MEETING CHAIR

"THAT Paul Ens be appointed Chair for this Joint Special Council meeting."
CARRIED
Bayham Mayor Paul Ens assumed the position of Chair.
3. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
No disclosures of pecuniary interest were declared.

4. DELEGATIONS
(a) Feasibility of Establishing a Common Fire Chief Position
A Staff Report to the Joint Council was submitted by K. Kruger,M. Casavecchia-
Somers, and P. Groeneveld. The report provided background information regarding the
following:
• municipal responsibilities of the Fire Protection and Prevention Act(FPPA)
•powers of the Fire Marshal
•proposed amendments to the FPPA
•potential outcomes of current Office of the Fire Marshal (OFM)Review
• Fire Chief roles and responsibilities
• considerations and challenges to partnering of Fire Services
•Fire Service delivery options
• suggested next steps
•job description of the Malahide Director of Fire and Emergency Services.
The Joint Council discussed the various service delivery options, including status quo,
joint service, single chief/dual administration and purchase of service. It was noted by
the Joint Council that the municipalities already successfully shared services for
Information Technology(IT) and Geographic Information System(GIS).
The Bayham Council advised that it had previously shared Fire Services personnel with
the Township of South West Oxford. The Bayham Council indicated their need for by-
law enforcement services, in addition to Fire Services personnel, and requested that this
service also be considered by the Municipal Staff during its further exploration of a
preferred option to establish a partnership for the provision of fire services. The Joint
Council requested that the Municipal Staff also report back on the cost of fire services
per capita for each municipality in the detailed assessment/cost analysis.
The Joint Council noted that the potential partnership for the provision of Fire Services
may not have cost savings initially, but that it may avoid additional costs in the future as
there are new requirements being proposed under the Fire Protection and Prevent Act
which will likely result in additional staffing/resources.

"THAT the following actions be taken with respect to the continued exploration of
the feasibility of establishing a partnership between the Municipality of Bayham
and the Township of Malahide for the provision of fire services:
(i) the Option 4— `Purchase of Service' as outlined in the Staff Report be selected as
the preferred option to be further explored;

(ii)the Municipal Staff be requested to conduct a more detailed assessment/cost
analysis of the preferred option including By-law Enforcement; and
(iii)the Municipal Staff be requested to report back to the Malahide Council with
respect to the results of such assessment."
