The special meeting of Council of the Municipality of Bayham was held on Wednesday, April
24, 2013 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Cliff
Evanitski, Councillors Wayne Casier,Tom Southwick and Ed Ketchabaw, Administrator Kyle
Kruger. Public Works Manager Vance Czerwinski was in attendance to present his report.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
Council met in special session to further discuss conditions at the municipal east beach and
potential works to remove a sand bar from the deposit of dredged material in the fall of 2012.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
None.
3. ADMINISTRATION
(a) Staff Report PW2013-05 regarding Municipal Beach Maintenance 2013.

Staff advised that the Elgin Military Museum has responded, advising that they would
need to consult with their engineer and receive direction from their Board of Directors
prior to making any comment. Staff also outlined the updated depth measurements
taken earlier in the day, note from the Chairman of the Harbourfront Committee
expressing agreement to the use of funds from the dredging reserve if required, and
updated equipment and mobilizing fees received from the potential contractor.
Council members reviewed the information and raised questions regarding the number
of hours estimated to complete the works, details of how the works would be
implemented, and contractor experience. It was highlighted that the works may need to
be adjusted during the project, to react to circumstances as they arise.
Council members expressed opinion that the works should not be at the cost of the
Municipality, and that the Elgin Military Museum would be fully pursued to pay for the
works.

"THAT staff be authorized to proceed with the works to remove the sand bar at the
east beach, as recommended;
AND THAT all costs be invoiced to the Elgin Military Museum."

(a) By-Law 2013-043 A By-law to confirm all actions of Council

"THAT confirming By-law 2013-043 be read a first, second and third time and
finally passed."
