Present were Mayor Paul Ens,Acting Deputy Mayor Wayne Casier, Councillors Tom Southwick and Ed Ketchabaw, Administrator Kyle Kruger and Clerk Lynda Millard. Planning Coordinator/Deputy Clerk Margaret Underhill, Chief Building Official/Drainage Superintendent Bill Knifton and Water/Wastewater Superintendent Ed Roloson were in attendance to present their respective reports. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF None. 3. APPROVAL OF MINUTES AND ADDITION OF AGENDA ITEMS (a) Minutes of the budget meeting held March 5, 2013. 2013-131 Moved by Councillor E Ketchabaw Seconded by Acting Deputy Mayor W Casier "THAT the minutes of the budget meeting held March 5,2013 be approved as circulated." STATEMENTS BY COUNCIL Mayor Ens noted that he and the Administrator attended the County Communication Network for Emergency Services and that an RFQ is being issued for consulting and engineering services. 3. UPDATES ON PROJECTS (a) Richmond Community Water System The Administrator advised that the Engineer has fmalized the equipment specification details for the system and will be seeking competitive quotes. The Engineer expects to complete the documents for installation in the next four to six weeks. (b) Harbour Divestiture No new information is available. 5. INFORMATION ITEMS (a) Museums Bayham minutes of meetings held February 13 and March 13, 2013. File: C06 (b) Correspondence regarding "2013 Call for Applications for Great Lakes Guardian Community Fund". File: F i l The Administrator noted that the item has been circulated to the Otter Valley Naturalists,the Harbourfront Committee and Long Point Region Conservation Authority for input. (c) Media Release dated March 5, 2013 regarding "SCOR EDC Follows up with Ministers from ROMA". File: M06 (d) Email correspondence dated March 7, 2013 from Diane DeBlaire, Chairperson, Straffordville Graduation Committee regarding Home and Recreation Show at Bayham Community Centre on Saturday, April 27, 10 a.m. - 5p.m. File: C13 The Clerk advised that the group has been informed the Museums Bayham board will be utilizing the table at the Straffordville Home and Recreation Show. Page 2 of 8 Council Minutes March 21, 2013 (e) 2013 Rural Municipal Drainage Course and Calculating Drainage Act Assessments Course. File: A04 (f) Minutes of Harbourfront Committee meetings held February 12 and March 12, 2013. File: C06 It was noted that the Harbourfront Committee is currently seeking quotes for engineering the proposed gazebo on the pier. It was noted that no budget is set to proceed with any works at this time. It was also noted that the waterfront master plan may impact the project. (g) Bayham Historical Society minutes of meeting held January 10, 2013. File: C06 (h) County of Elgin correspondence dated March 14, 2013 regarding Conference Series: Essentials of Service Excellence. PLANNING,DEVELOPMENT,RECREATION & TOURISM (a) Staff Report D2013-010 regarding Nezezon Consent Application E11/13. File: D10.13 Nezezon The Planning Co-ordinator noted that there are no zoning changes required. The holding designation will remain until the conditions imposed are satisfied. Up to ten new lots can be created in the 5.2 acre parcel. 2013-134 Moved by Councillor E Ketchabaw Seconded by Acting Deputy Mayor W Casier "THAT Council recommends to the Elgin County Land Division Committee that consent application E11/13, submitted by Katherine Nezezon,be granted subject to conditions: 1. $500 cash in lieu of parkland dedication; 2.fmal survey submitted to the municipality 3.planning report fee payable to the municipality." CARRIED UNANIMOUSLY 7. ROADS,AGRICULTURE &DRAINAGE (a) Staff Report DR2013-003 regarding Drainage and Staff Issue - 11857 Elliott Road. File: E09 The Drainage Superintendent presented his report, advising that the flooding issue is between the neighbours. He has invited further comments from Ms Chues' solicitor, however, none have been received. Council requested that a copy of the report be provided to Ms Chues. Ms. Chues and Mrs. Cus attended as the Drainage Superintendent concluded his presentation. CARRIED UNANIMOUSLY 8. PROPERTY,BUILDING & PROTECTIVE SERVICES (a) Discussion regarding 2013 East Beach clean-up/restoration requirements. Due to the creation of a sandbar"island"just off-shore and a considerable amount of dredged material placed on the east beach in preparation for the arrival of the Ojibwa submarine, staff questioned whether Council wanted any clean-up beyond the usual annual spring work and grading done by the Public Works department. Concerns were raised regarding health risks from any stagnant water or dredged material on the beach. Staff were requested to have soil samples taken. Samples would require 1 to 2 weeks for an analysis to be completed. Council members agreed to visit the site prior to the next meeting and discuss further at that time. CARRIED UNANIMOUSLY (d) Staff Report E2013-01 regarding Licensing of Municipal Drinking Water Systems and the Accreditation of Operating Authorities. File: E01 The Superintendent noted that new requirements put in place since 2007 include owner licensing and accreditation rather than the Certificate of Approval previously issued by the MOE.
