The fifth 2013 budget meeting of the Council of the Municipality of Bayham was held on
Tuesday, March 5, 2013 in the Council Chambers. Present were Mayor Paul Ens,Acting Deputy
Mayor Wayne Casier, Councillors Tom Southwick and Ed Ketchabaw,Administrator Kyle
Kruger and Clerk Lynda Millard.
Treasurer David Aristone was in attendance to present his report.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 6:42 p.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF
None.
3. 2013 DRAFT BUDGET
(a) Staff Report F2013-09 regarding 2013 Budget and Levy.

The Treasurer presented his report, identifying the adjustments made at the previous meeting.
These amount to an adjusted levy increase of$67,000.
The additional levy for 2013 will partially be absorbed by assessment added to the tax roll for
new development in 2012,which is exclusive of the overall reassessment of the entire tax roll for
2013. The Assessment Analysis Report,previously presented to Council,projected that the new
growth from 2012 will generate approximately$43,000 in additional taxes for 2013. This
produces an overall 0.78%increase if the adjusted levy were approved.
A handout regarding the tax impact averages for residential and farmland properties in 2012 and
2013 was circulated. As the assessed value is being shifted from residential to farmland
properties, the proposed average percentage decrease for residential properties is 0.31%,while
the proposed average percentage increase for farmland properties amounts to 10.11%.
Further discussion was had regarding use of the 2012 surplus, including the allocation to the by-
election costs. Other items discussed were firehall cleaning, water tanker shuttle service to Eden
area,tax arrears, investments and road upgrades.
