THE CORPORATION OF THE MUNICIPALITY OF BAYHAM

The fourth 2013 budget meeting of the Council of the Municipality of Bayham was held on
Wednesday,February 20, 2013 in the Council Chambers. Present were Mayor Paul Ens,Acting
Deputy Mayor Wayne Casier, Councillors Tom Southwick and Ed Ketchabaw, Administrator
Kyle Kruger, Clerk Lynda Millard and Treasurer David Aristone.
Department Heads in attendance to present their respective budgets were Planning Coordinator/
Deputy Clerk Margaret Underhill and Chief Building Official/Drainage Superintendent Bill
Knifton.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 7:00 p.m.
2. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL
NATURE THEREOF

3. 2013 DRAFT BUDGET
(a) 2013 Draft Operating Budget
The Chief Building Official/Drainage Superintendent reviewed his budgets noting that the final
2012 actuals as listed in the Building Services have been confirmed. He added that the Town of
Tillsonburg contributed additional revenue in 2012 for his inspection services and is expected to
continue. Building permit numbers and values are expected to continue to increase in 2013 with
new housing on the increase. Bayham's building fees remain less than our neighbouring
municipalities. He noted that a new building code will soon be enacted and he will require
additional training and education.
As Drainage Superintendent,he noted that a grant from OMAFRA related to drainage
inspections is available annually. Water sampling and testing costs relate to the small municipal
non-residential wells.
The Planning Co-ordinator presented the Planning and Development budget noting that estimates
are based on the previous three years. Consulting fees vary depending on the number of rezoning
and consent applications. She added that five planning reports started in 2012, will be completed
this year and will be subject to the new fee established in 2012. The new Official Plan was
approved in 2012 and the Zoning by-law review will be implemented.
A schedule of OMPF projections for 2013 through 2018 with an annual 1.4% levy increase
proposed to offset these lost revenues was circulated and discussed.

The remaining departmental budgets were reviewed by the Administrator, Treasurer and Clerk,
as appropriate and discussed by Council.
Items discussed:
general government non-statutory benefits;
• policing services cost adjustments;
• waste management and disposal,recycling, disposal,bag tags,household hazardous and yard
waste,tonnage, electronics, large item drop-offs and household hazardous waste day, sharing
services and related costs;
• proposed sale of medical building;
• inactive cemetery brushing and clean-up;
• festival support and general assistance grants;
• brochures;
• boat dock lease;
• Wind Interpretive Centre staff elimination,building removal, signage,maintaining portable
washroom;
• beach washroom maintenance and garbage management.
Changes confirmed:
• Vienna and Bayham Community Centres budgets increased$500 each for advertising and
promotion.
• Museums overall expenditures reduced to $60,000;
• Business and Commerce to be merged with Tourism and Marketing budget accounts,
reductions of$200 for advertising and$500 for beautification.
• Health services were cut by$4,500;
• Inactive cemetery improvements reduced by$1,500.
• $6,000 added as grant revenue for waste management.
Input is to be solicited from the Otter Valley Naturalists regarding trail management and
improvements.
Staff recommended that$11,000 of the 2012 surplus be applied to the one-time expenditure for
the by-election.
Increased new growth assessment will generate approximately$43,000 in additional taxes.
The next budget meeting is scheduled for March 5th,beginning at 6:30 p.m.
